SUBJECT: COLLECTOR STREET PROFILES
BECKENHAM AND WELLINGTON PLANTATION

An item of interest at the May 12 Agenda meeting concerned the feasibility of
completing the connections of two collector streets associated with the Deltic Farm and
Timber request to rezone property along Rahling Road, Beckenham, and Wellington
Plantation. The request also includes a Master Street Plan modification to bring the two
collector streets, Beckenham and Wellington Plantation, together at a single intersection
on Rahling instead of the two connections now shown on the Master Street Plan.
Attached are engineering plans and profiles showing how the two collector streets might
look if constructed as now shown in the plan. It should be noted that the Master Street
Plan shows the general conceptual route location of future streets. The plan does not
require that streets be designed to exactly follow the line on paper, but can be adjusted to
fit the constraints of topography, land use, safety and other considerations.
The first sheet of the attachment shows a potential alignment for each of the collectors.
The Wellington Plantation Extension follows an alignment once proposed on the site plan
for the proposed Rahling School. The typical design standard for the maximum grade or
slope per 100 feet for a collector street is 12% and sheets 2 and 3 of the attached profile
shows how that design standard could be met. In the school proposal, the maximum
grade proposed for the Wellington Plantation Extension was 15% which is the typical
design standard for a standard residential street. The slightly steeper street grade
provided for in the school plan required less hillside cut, and staff supported that request.
Sheets 4 and 5 show one possible profile for the Beckenham extension. This alignment
was selected by staff to show one alignment possibility that would meet the current MSP
and collector street design standards. The maximum grade is 12%. As with the
Wellington Plantation Extension, increasing the grade to the residential standard of 15%
would lessen hillside cut and fill.
