SYNOPSIS
The Planning Commission through the subdivision process
has added a collector from Cooper Orbit Road west into
the Woodlands Edge Subdivision.
FISCAL IMPACT
None determined
RECOMMENDATION
Staff recommends approval. The Planning commission
with their actions on January 18, 2007 and prior
recommends approval.
CITIZEN
Both the property owners involved have meet with Staff on

this issue as well as been present at Public Hearings before
the Planning Commission in 2007, 2006 and earlier.
BACKGROUND
Six years ago with the review of the Capital Lakes
subdivision, a collector from the new alignment of Cooper
Orbit Road (now Rushmore) to the west was developed.
This was to provide access. The resulting preliminary plat
included this connection. Also in discussions with Rocket
Properties when they acquired the property west of the
current Cooper Orbit alignment, Staff indicated the need
for a collector into the property from the east. No
preliminary plan was created for the area at this time.
However the developer agreed a Collector would be
appropriate. The local of this `Collector' became an issue
with a revision to the Capital Lakes preliminary plat in
2006.

BACKGROUND
Staff met with both the property owners involved and a
general alignment for this new collector was agreed to.
Staff indicated that with the approval of the revised
preliminary plat the collector location would be added to
the Master Street Plan Map. Both owners agreed to this
action.
At the January 27, 2007 Planning Commission hearing the
Planning Commission through their authority in the
Master Street Plan to add collectors, did so. Staff has now
legal advertised this item for the Board of Directors to add
the Collector to the Master Street Plan Map.

ORDINANCE NO
AN ORDINANCE TO AMEND THE MASTER STREET
PLAN (19,152), TO ADD A COLLECTOR TO THE MASTER
STREET MAP FROM COOPER ORBIT (RUSHMORE) WEST
TO WOODLANDS TRAIL; AND FOR OTHER MATTERS.
WHEREAS, Staff believes the collector in need to adequately serve the area; and
WHEREAS, the Little Rock Planning Commission with the review of a
preliminary plat for the area recommends the Master Street Plan Map be amended to
include the collector.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. A collector is added to the Master Street Plan Map from Cooper
Orbit Road (Rushmore) to Woodlands Trail.
SECTION 2. The Master Street Plan Map is amended to add a collector as shown
on the attached graphic.
