SYNOPSIS
A Master Street Plan Amendment to add a Design
Specification table to Section 3: Design Standards' of
the Master Street Plan text.

Staff recommends approval. At the August 3, 2006
hearing the Planning Commission recommended approval
by a vote of 9 for 0 against, 2 absent

Notices were sent to the ordinance contact list of some

developers and engineers. A public hearing was held
August 3, 2006 by the Little Rock Planning Commission
on the amendment.
BACKGROUND
The request is to add a table with design
specifications for roads by classification type of
roadway: This table includes the design speed and
service volumes, maximum grades, sight distance
requirements, horizontal radii as well as right-of-way,
paving width and sidewalk requirements. The table
has been a part of the Master Street Plan and was
inadvertently left out of the draft for the current
Master Street Plan when it was approved.
The table proposed is the same as that in the earlier
version of the Master Street Plan, only updating the
citation to a more current version of the ASSTO
manual. The 'Design Specifications' table provides
standards for each type of road — Design Speed,
Maximum Grade, Minimum Sight Distance, Minimum
Horizontal Radii, Minimum Horizontal Tangent
Distance, Service Volume, Minimum Right-of-way,
Minimum Pavement, and Sidewalks.
The information included in the table is already in the
Master Street Plan document included with each
street cross-section within the 'Design Standards'
section of the Master Street Plan. The table just
provides an easy to use summary of the standards
for all the streets types in one place. When approved
this table will be made a part of 'Section 3: Design
Standards' of the Master Street Plan document.

PROPOSAL / REQUEST:
The request is to add a table with design specifications for roads by classification

NEIGHBORHOOD COMMENT
Notices were sent to the ordinance change contact list of some fifty
neighborhood groups, professional organizations, developers and engineers.
Staff has received one comment against the change from a property owner along
the alignment.
STAFF RECOMMENDATIONS:
Staff believes the change is appropriate.
PLANNING COMMISSION ACTION (August 3, 2006)
The item was placed on the consent agenda for approval to August 17, 2006. By
a vote of 9 for, 0 against and 2 absent the consent agenda was approved.

Design Manual, Fourth Edition. All roadway design elements shall be in accordance with the
AASHTO Manual

ORDINANCE NO
AN ORDINANCE TO AMEND THE MASTER STREET
PLAN (19,152), TO ADD A DESIGN SPECIFICATION
TABLE TO THE MASTER STREET PLAN TEXT; AND
FOR OTHER MATTERS.
WHEREAS, Staff believes the addition of the table will make use of the plan text easier
for the public; and
WHEREAS, the Little Rock Planning Commission after a public hearing recommends
the Master Street Plan be amended to include the table of Design Specifications.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. The attached table be added to the Master Street Plan Text
in `section 3: Design Standards'
SECTION 2. This Ordinance shall take effect thirty (30) days from and after its
passage.
