Lorri To: Walter Malone, Planning Manager From: Bryan Day, Director, Parks and Recreation Date: 1/12/2005 Re: Little Rock Bicycle Trail Master Plan Attached is Little Rock Parks and Recreation's amendment to the Master Street Plan. The changes include all new class I, II and III bicycle routes with written and mapped descriptions, and changes in language concerning requirements for developers. Where class I is indicated, a trail separated from the road is required. Class II or III is indicated by a single symbol, since some streets have a striped lane, others will be a shared lane, and a distinction is too complex for a plan of this scale. All public streets are considered Class III. Amendments to the plan were derived form various sources. Parks staff met with representatives from the community and mapped out desired routes within the Little Rock street system. These routes were then studied for feasibility by Public Works. The Little Rock Parks and Recreation Master Plan calls for a three -loop system of trails that will provide alternative transportation, as well as link various points of interest, facilities, parks and access to other trail systems. This proposed trail system has been incorporated. The new requirements for developers would include a mandatory dedication of land for trails on any new development. Parks would ask the language in Section 5 A. of the Master Street Plan where it states "Applicants for site plan review and building permit are not required to dedicate or construct any bicycle path or route as described in the plan" be changed to require such dedication and construction. Parks is looking to Planning and Development for assistance in writing an ordinance to this effect. Please call Lorri Davis at 371-6851 with any questions or comments.
