Pastor, Highland Valley United Methodist Church (501) 221-3456 DISCUSSION, SPECIFIC CONCERNS OR COMMENTS MADE BY ATTENDEES: Doug Robertson briefly explained that the MSP is a specific ordinance adopted by the City to plan for and guide the development of streets within the City. Doug Robertson outlined (i) the current MSP alignment, classification and design standards for Kanis and Wellington Hills Roads south of Chenal Parkway and west of Rock Creek, as represented by City staff, (ii) the changes to the MSP under the proposed MSP amendment and (iii) the reasons for the proposed MSP amendment. Ms. Garrison stated that she was the President of the Parkway Place Neighborhood Association and that she had e-mailed a number of people in the Parkway Place Neighborhood Association about the Neighborhood Public Meeting, telling them the subject matter, time and place of the meeting. Ms. Garrison asked if the proposed MSP amendment had anything to do with any zoning request. Doug Robertson and Mark Wright explained that the proposed MSP amendment had nothing to do with any zoning request, that the proposed MSP amendment was a proposed amendment of the City's MSP only, and that the properties directly affected by the proposed MSP amendment have had their current zoning designations for some time. Ms. Garrison said she was pleased that a Neighborhood Public Meeting was being held on the proposed MSP amendment prior to the Planning Commission's Public Hearing on the same. Ms. Garrison and Ms. Lalande wanted to know who would pay for the street improvements under the proposed MSP amendment. Mark Wright explained that responsibility for making boundary street improvements (half street improvements) are, by City ordinance, the responsibility of the property owners abutting the street at the time their individual properties are improved/developed. Mr. Wright explained that the proposed MSP amendment would not change who was responsible for making boundary street improvements, that the proposed MSP amendment was only with regard to street alignment, classification and design standards. Mr. Wright discussed (i) the street alignment, classification and design standards under the existing MSP and (ii) the street alignment, classification and design standards under the proposed MSP amendment. Ms. Lalande and Ms. Garrison expressed concern about the removal of trees in the Chenal median that might be required for the construction of the intersection of Chenal and Wellington Hills. They expressed the concern that, in general, there is a sense that too many trees are removed during the development process. Doug Robertson said that removal of trees in the Chenal median would be limited to the extreme eastern end of the southbound left turn lane on Chenal; that otherwise, there are no trees in the area of the median to be improved for the intersection. Ms. Garrison said that she did not want to speak for all of the Parkway Place Neighborhood Association members, but that she did not think that the proposed MSP amendment would be a problem. Ms. Garrison said that she would e-mail Association members information about the time and date of the Public Hearing in order to give them the opportunity to speak on their own behalf Mr. Kimzey, speaking on behalf of the Highland Valley United Methodist Church, stated that the church would support the proposed MSP amendment, provided that it did not cause the removal of the traffic signal at the eastern intersection of Kanis and Chenal (i.e., in front of the church); because, the traffic signal is important to the church. Mr. Kimzey explained that, prior to the installation of the traffic signal in front of the church, there had been a number of traffic accidents at the intersection, and that many church members would not attend certain services because of the traffic hazard at the intersection. And, that since the installation of the traffic signal church members, particularly those who avoided the intersection in front of the church at certain times, felt safe enough to attend church regularly, and that traffic accidents in front of the church had been substantially eliminated. He explained that the church had spent in excess of $90,000.00 for the traffic signal and for streetlights. Hearn Northcutt and Brock Patterson, also with the church, expressed the same concerns. Mark Wright explained that the construction of a traffic signal at intersection of Chenal and Wellington Hills would not cause the traffic signal in front of the church (eastern intersection of Chenal and Kanis) to be removed, that, in fact, the safe and orderly flow of traffic depended upon both intersections being signalized. Ms. Garrison encouraged Mr. Kimzey to make his concerns known to the Planning Commission by speaking at the Public Hearing. Tack Kinnaman, speaking on behalf of the 1988 Kinnaman Family Revocable Living Trust, stated that he would support the proposed MSP amendment. Mr. Kinnaman briefly outlined some of the commitments, previomly made, regarding the funding of improvements at the intersection of Chenal and Wellington Hills. REPORT BY: Doug Ro -2- 51���.
