1 have concerns that the proposed new standard for the section of Kanis Road from Cherry Brook
to Kirby Road will not be sufficient to handle added traffic based on the continued growth in this
area. The traffic volumes on Kanis at Point West are already in excess of the 36' wide collector
design service volume of 5,000 vpd. Based on current growth trends in this area, which is 2.4%
per year based on historic data, the volumes on this section of Kanis will grow to 10,465 vpd in
the next 20 years based on AHTD counts. With added office and commercial development, we
can expect this traffic volume growth rate to increase dramatically. CLR Traffic Engineering
personnel recounted this location in July of 2003 and the 24 -hr ADT has grown to 8,955 vehicles
per day since AHTD counted the location in 2002. This represents a growth rate of 26% in one
year due to the continued residential expansion in this area. With this added growth factored in
over the last 10 years this growth rate can be expected to be in the range of 6 to 8% growth per
year, which will result in traffic volumes being in the range of 12,600 to 15,000 vehicles per day.
With these types of volumes on Kanis, you can expect intersections to have significant delay for
vehicles trying to access Kanis Road, thus resulting in significant vehicle delays and increased
accident rates due to high levels of congestion.
Based on the aforementioned information, Traffic Engineering recommends that this section of
Kanis Road remain a minor arterial in order to service the number of vehicles projected for Kanis
Road. Without this type of planned cross-section, we can expect the same kind of transportation
system breakdown that we are experiencing on Shackleford Road between Mara Lynn and Merrill
Drive, due to the down grading of this section of arterial to a collector standard. However, Kanis
Road will be much worse due to high demand for left turns to the adjacent properties at
commercial and retail developments along this section of roadway. The table below are the
measured traffic volumes on Kanis Road at Point West Drive. This location is systematically
counted by the Arkansas Highway and Transportation Department in conjunction with the
metropolitan area wide transportation study.

design of Kanis Road. I understand that Dickson Flake will be proposing a project within

Kanis Road
In order to confirm and document the decisions made on Kanis Road from Bowman west
to Chenal, I am preparing this memo. As you are aware, the currently approved design
for Kanis Road in this location is a 4 -lane facility with a median all within a 90 foot right of
way. This is the current Master Street Plan standard for this route. At the meeting
between you, me and Director Keck on January 27"', 2004, it was decided that we should
work towards changing the design. The design that we agreed on was to construct Kanis
Road from Bowman to Cherry Brook Drive to a 4 lane pavement, with turn lanes at the
intersection of Bowman and Kanis, within a 90 foot right of way. There is to be no median
except what would be necessary at the intersection for safety reasons. Between Cherry
Brook Drive and Kirby Road the design would be a two lane section, 36 feet wide, within
a 60 foot right of way. There would be left turns lanes constructed at intersections making
these areas into 3 lane sections. Between Kirby Road and Chenal the design would be a
4 -lane pavement [on median] within an 80 foot right of way.
In order to make this change, we will have to go through the process of presenting it to
the Planning Commission and the Pulaski County Planning Board and then to the City
Board of Directors. This is a process that will require some time. In order to address the
most current needs of developers, I suggest that we allow developers to propose these
standards when they bring a project forward and that the staff then support the revised
design.
If this is your understanding of our decision and if you agree, I will inform Mr. Dickson
Flake [who has expressed considerable interest in this project] of the status of the
project. As the City has no funding identified for this project, it will have to be developed
piece -meal as development occurs. I will also inform the Planning Department who has
the responsibility for the Master Street Plan of this change in City position on this project.
I will also inform the Public Works Department so that they are prepared to address any
questions that may come up on the project.
