Mr. Minyard, 9i
We are writing to express our strong opposition to Item 6 (File No S-1408), 6.1 (File No.
LU03-19-02), Item 6.2 (MSP03-04) and 6.3 (Z -4807-E). These rezoning and related requests
will substantially negatively effect the surrounding neighborhoods, by increasing traffic,
noise and congestion. The streets that empty onto Chenal, Kirk and Wellington are not
designed for heavy traffic use. Access to Chenal from Wellington Road is limited to
Northwest traffic only. Southwest traffic is blocked by the
median. Currently many cars turn North and then make U -Turns to go South on Chenal. Even
if the median was modified and access to the Southwest lane was possible this intersection
would be dangerous for high traffic use. There is a recently installed traffic light at
the nearby Kanis/Chenal intersection. It is unlikely that a light would be approved for
the Wellington/Chenal. The intersection at Kirk and Chenal is not much better. Kirk is
located just South of a curve on Chenal which makes
left hand turns difficult when traffic is heavy. This intersection is between two nearby
traffic lights so an additional light would be unlikely. It is likely that residents in
the proposed multifamily housing would use Chenal to get to shopping centers. Large
multistory residences would also loom over surrounding homes since the Shackelford
property is higher than surrounding areas. There are numerous MF zoned properties in the
adjacent areas. Most of which are undeveloped. There does not
appear to be a great need for additional MF zoned property in the area. Creating a
continuous zone of MF property from Rahlings Rd to Chenal does not appear to meet the
needs of local residents or enhance living conditions, traffic patterns, or reduction of
urban sprawl. Heavy traffic on Wellington road by the proposed park area would also be
dangerous for children.
Rezoning the Village of Wellington properties from SF to PI and PK/OS is appropriate.

Subject: Zoning issue for Wellington Hills area
Brian,
I was out of town last week and only just got notification about the new zoning being
considered for the Wellington Hills Rd. area. I realize that the meeting was last week
but I still felt compelled to voice my strong opposition to the changes being considered.
The impact on the neighborhood in terms of increased traffic and decreased property values
would be significant.

Deer friends,
As you probably know on Dec. 46 them will be a public meeting before the Little
Rock plug Cormnissiatt. The proposed changes Hutt will affect our nelghbvrN)od are
eltttnging land which has LDR zoning to Muld- Family. LDR (low densityresidential)
zoning carr be single family homes or condos with 6 units per acre. Multi. Family can
hove 12 to 18 units per acre. This will affect the land (I 1acm) on the Hill by our
neighborhood lgke as well as 120 acres which resides dirwtly behind it 'This is a huge
concern of mime; because of property value a$ wellas increased traffic .1 personally think
condosshouldn't he allowed, laow coax that coning was in place when most of as bought
our houses. (A tesaon l have learned too late. Ask about zoning before you buy.)
Changing to Multi -Family wW only increase traffic and decrease property value where
house prices are $MOW plus. The other proposal is to continue the road by the radio
station to Kirk Road. Again unnecessary traffic through our neighborhood. people will
use this road to avoid Chenal traffic which is only a stones throw away and rtes parallel
to Wellington Hills Road. If you're opposed to these developments and don't have the
time to write or call, I'm collecting signattues. Please have all adults sign below, I'll fax
the oppositions to Brian Minyari bafore tie meeting on Dec. 0. Please have your forces
in nay mailbox by 10.00 p -in, on Wednesday Dec. 3'4. 1 also encourage you to call Brian

many of aly questions without any intimidation to the fact that I had very iitt[e knowledge
Of what the fliers meant and the piss to take for opposition.

Dear Mr. Minyard:
Via Facsimile to (501) 371-6863
We own property and live in the Villages of Wellington, and had intended to attend this
afternoon's Little Rock Planning Commission meeting; however, our plans have changed, and we will
be unable to attend. Please accept these written comments, instead, regarding Items 6, 6.1, 6.2 and 6.3
under the New Items section of the meeting agenda.
We agree strongly with the staff recommendation in File Number S-1408 regarding Item 6 —
i.e., that it should be denied. We believe this proposal will reduce property values of existing
homeowners in the Villages of Wellington, make the area less attractive to potential homeowners,
increase traffic markedly, and generally reduce the quality of life in the area.
With respect to Item 6.1, we agree with the staff recommendations in File Number LU03-19-02
regarding Areas 1 — 5, but disagree with the staff regarding Areas 6 and 7; with respect to these latter
two areas, the Commission should deny the requested changes in zoning from Single Family and Low
Density Residential to Multifamily. Our objections are essentially those cited above re: Item 6.
We also agree strongly with the staff recommendation in File Number Z4807 -B regarding Item
6.3 — i.e., that the request should be denied in its entirety. For the reasons cited above (existing
property values, excess traffic, general decline in attractiveness and quality of life in the area), we
particularly object to the requested rezoning of some 56.8 acres from various designations (R-2, R-3,
0-2 and MF -6) to MF -18.
Finally, with respect to Item 6.2, we have not had sufficient time to study this proposal, in order
to understand its implications. We understand that a request has been submitted to defer this item to a
later date. We support that deferral.

Subject: Amend Land Use Plan - Kirk Road & Wellington Hills
Dear Mr. Minyard and Mr. Hustead:
This e-mail is in response to the request to amend land use plan in Kirk Road -& Wellington
Hills (Item 6, 6.1, 6.2 & 6.3)
I am a resident of this area, living on 37 Village.Grove. I am unable to personally
attend the public hearing today. However, I want to voice via e-mail that I am TOTALLY
AGAINST these changes (Item 6, 6.1, 6.2 & 6.3). My family and I just recently bought an
expensive house in this area and I have fears this change is going to substantially
increase traffic in the area and that it may even jeopardize the future value of our
property.
Please contact me should you have any comments.

Brian: I am very opposed to the proposed change to amend land use west of Winrock by the Villages of
Wellington from condos to apartments.
I am also very opposed to opening the road between Kirk road and Wellington Hills road.
We have lived in this subdivision for almost four years. We purchased in this area because it was quiet and
somewhat secluded. We (my wife and 1) strongly oppose -the changes being proposed. We would never have
bought in this area if these proposed changes were in effect when we purchased property and built our home.
Besides making my opposition known, what else can be done to stop this?
Thanks for you assistance.

Dear friends,
As you probably know on Dec. O there will be a public meeting before the Little
Rock Planning Commission. The proposed changes that will affect our neighborhood are
changing land which has LDR zoning to Multi- Family. LDR (law density residential)
zoning can be single family homes or condos with 6 units per acre. Multi- Family can
have 12 to 18 units per acre. This will affect the land (1 Iacres) on the hill by our
neighborhood lake as well as 120 acres which resides directly behind it. This is a huge
concern of mune; because of property value as well as increased traffic .I personally think
condos shouldn't be allowed, however that zoning was in place when most of us bought
our houses. (A lesson I have learned too late. Ask about zoning before you buy)
Changing to Multi -Family will only increase traffic and decrease property value where
house prices are $300,000 plus. The other proposal is to continue the road by the radio
station to Kirk Road. Again unnecessary traffic through our neighborhood. People will
use this road to avoid Chenal traffic which is only a stones throw away and runs parallel
to Wellington Hills Road. If you're opposed to these developments and don't have the
time to write or call, I'm collecting signatures. Please have all adults sign below. I'll fax
the oppositions to Brian Minyard before the meeting on Dec. 4''- Please have your forms
in my mailbox by 10.00 p.m. on Wednesday Dec. Yd. I also encourage you to call Brian
Minyard with any questions or concerns. He was very nice and professional. He answered
many of my questions without any intimidation to the fact that I had very little knowledge
of what the fliers meant and the process to take for opposition.
Thanks,

condos shouldn't be allowed, however that zoning was in place when most of us bought
our houses. (A lesson I have learned too late. Ask about zoning before you buy.)
4`h Please have your forms
in my mailbox by 10.00 P.M. on Wednesday Dec. P. I also encourage you to call Brian
Minyard with any questions or concerns. He was very nice and professional. He answered
many of my questions without any intimidation to the fact that I had very little knowledge
of what the fliers meant and the process to take for opposition.

Dear friends,
As you probably know on Dec. 4`h there will be a public meeting before the Little
Rock Planning Commission. The proposed changes that will affect our neighborhood are
changing land which has LDR zoning to Multi- Family. LDR (low density residential)
zoning can be single family homes or condos with 6 units per acre. Multi- Family can
have 12 to 18 units per acre. This will affect the land (11 acres) on the hill by our
neighborhood lake as well as 120 acres which resides directly behind it. This is a huge
concern of mine; because of property value as well as increased traffic .I personally think
condos shouldn't be allowed, however that zoning was in place when most of us bought
our houses. (A lesson I have learned too late. Ask about zoning before you buy.)
I'll fax

Last week I received in the mail a notice about a meeting at City Hall to discuss amending the land use
