action be taken to change the name of the street. Mayor Dailey
then declared the public hearing closed and consideration was
given to the proposed Resolution, entitled:
A RESOLUTION TO CHANGE THE NAME OF PERDIDO DRIVE IN THE ST.
CHARLES ADDITION OF LITTLE ROCK TO CONTI DRIVE;
and there was a full reading of the Resolution. There was no
motion to adopt the Resolution, therefore, the Resolution was not
adopted. City Manager Charles Nickerson then asked to go on
record in terms of the specifics as to why staff is so concerned
about this issue. Mr. Bill Tanneberger, PAGIS Administrator,
explained that on February 8 Staff met with 18 residents of both
the streets and the consensus was that a street needed to be
changed (due to Police responding to disturbances on Perdido
Drive rather than Perdido Circle, as well as utility services
being disconnected on Perdido Circle rather than Perdido Drive).
In September staff attempted to change the street numbers on
either of the streets, and met with opposition. In December
staff was asked by the community association as well as the City
Manager's Office to proceed and come up with a solution. That
solution was to change the name of the street with the fewer
residences. In response to Director Mason's question how this
situation could happen, Mr. David Hathcock, Mapping & Graphics,
stated this is a case of a developer addressing his own
subdivision without the City's knowledge.
Introduced next was Zoning Application Z- 3173 -A filed by Joe
White on behalf of Joe Gribble, to rezone 30.0 acres in the 2600
block of John Barrow Road from "MF -12" Multi- family District to
"MF -18" Multi - family District for use as a nursing home and
elderly housing. The application was approved by the Planning
Commission on April 5, 1994. Consideration was then given to
the proposed Ordinance described as:
AN ORDINANCE RECLASSIFYING PROPERTY LOCATED IN THE CITY OF
LITTLE ROCK, ARKANSAS; AMENDING SECTION 36 OF THE CODE OF
ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER
PURPOSES;
(Z- 3173 -A - To rezone 30 acres in the 2600 block of John Barrow
Road from "MF -12" Multi- family District to 'IMF-1811 Multi- family
District.)
and the Ordinance was read the first time. At the request of
Director Joyce, the Ordinance was left on the calendar for second
reading on May 17, 1994.
The next presentation was Zoning Application Z- 4807 -C filed
by Ron Tyne (Winrock Development) for J. W. Shackleford to rezone
44.48 acres north of Chenal Parkway and west of St. Charles from
"MF -6" and "OS" Open Space Districts to 11R -2" Single- family
District. The reclassification was approved by the Planning
Commission on April 5, 1994. Consideration was then given to
Ordinance No. 16,647, entitled:
AN ORDINANCE RECLASSIFYING PROPERTY LOCATED IN THE CITY OF
LITTLE ROCK, ARKANSAS; AMENDING SECTION 36 OF THE CODE OF
ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER
PURPOSES;
(Z- 4807 -C - To rezone 44.48 acres north of Chenal Parkway and
west of St. Charles from 'IMF-611 Multifamily and "OS" Open Space
Districts to 11R -2" Single- family District.)
and there was a first reading of the Ordinance. Director
Lewellen moved that the rules be suspended and the Ordinance
placed on second reading. The motion was seconded by Director
Scheibner and unanimously adopted by the Board Members present,
being ten in number and two - thirds or more of the members of the

Board of Directors - elect. Following the second reading of the
Ordinance, there was a subsequent motion and second by Directors
Mason and Scheibner, respectively, to again suspend the rules and
place the Ordinance on third and final reading. The motion was
unanimously adopted by the Board Members present, being ten in
number and two - thirds or more of the members of the Board of
Directors - elect. The Ordinance was read the third and last time,
followed by a roll call vote on passage of the Ordinance: Ayes -
Directors Joyce, Roy, Sharp, Lewellen, Mason, Mayor Dailey,
Directors Adcock, Hendrix, Scheibner and Keck - total 10; Noes -
None; Absent - Director Priest - total 1. Therefore, the
Ordinance was declared PASSED.
Consideration was then given to Zoning Application Z -5792
filed by Marceliers Hewill for Glen Fletcher, Marceliers & JoAnn
Hewett to rezone 1919 and 1923 West 10th Street from 11R -4" Two -
family District to "O -1" Quiet Office District. The
reclassification was approved by the Planning Commission on April
5, 1994. Ordinance No. 16,648 was presented, described as:
AN ORDINANCE RECLASSIFYING PROPERTY LOCATED IN THE CITY OF
LITTLE ROCK, ARKANSAS; AMENDING SECTION 36 OF THE CODE OF
ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER
PURPOSES;
(Z -5792 - To rezone 1919 and 1923 West 10th Street from 11R -4"
Two- family District to 110-1" Quiet Office District.)
and there was a first reading of the Ordinance. Director

A public hearing had been scheduled for this time and place
by Resolution No. 9,143, adopted April 19, 1994, and notice
thereof duly published on April 26, 1994, and May 3, 1994, on the
petition to vacate and close a portion of Birchwood Drive in
Markham Pines Addition to the City of Little Rock, Arkansas. The
petition was filed by Mr. Robert Brown, Development Consultants,
on behalf of Havis and Joanne Jacks, Fred and Martha Cason,
Raymond & Mary Smead, and Tierney -Hale Partnership. Attached to
the petition was a certified copy of the plat of Markham Pines
Addition on file in the Pulaski County Circuit Clerk's Office and
a letter from Beach Abstract & Guaranty Company listing the last
apparent owners of record of abutting property. The right -of -way
abandonment was approved by the Planning Commission on March 22,
1994. Mayor Dailey declared the public hearing open. There was
no one present to speak in opposition to the abandonment;
therefore, Mayor Dailey declared the public hearing closed and
Ordinance No. 16,649 was introduced, described as:
AN ORDINANCE VACATING AND CLOSING A PORTION OF BIRCHWOOD
DRIVE IN MARKHAM PINES ADDITION TO THE CITY OF LITTLE ROCK,
ARKANSAS;
(That portion of Birchwood Drive adjacent to Lots 191 and 209,
Markham Pines Addition.)
