Mr Tolefree and Mr. Bozynski,
My name is Rob King and I live at 3129 Ozark Street in Little Rock near Knoop Park. The map of
Knoop Park shown on the Little Rock Parks page and it matches nicely to the one shown on Google
maps and conforms to the use of the park by the citizens of Little Rock.
I recently looked at the city ArcGIS map and found that the park area shown in the zoning information
is much smaller that that shown on the Little Rock Parks site. The area shown is associated with
zoning file Z -6994-A dated 2/6/2007 and was a small expansion of the area of Fletcher Park. This
reference is also found correctly in the area of Fletcher Park. It appears that the depiction of Knoop
Park and the reference in this map are incorrect.
In the ArcGIS map for Future Land Use, the area of Knoop Park is included in the adjacent areas for
the Blind -School and CAW as "public institution" rather that parks and recreation. I am not sure what
effect this might have. This is just an observation.
The ArcGIS system on the city website is very useful and a valuable tool. I was trying to use it to help
define the boundaries for a project that I am involved in that is supported by the Hillcrest Residents
Association and in cooperation with Mr. Ernest Moix.

Mr Bozynski,
I visited the City of Little Rock website and was looking at the Land Use Map. The area in Hillcrest
from the Deaf and Blind Schools to CAW is all colored blue for Public Institutions. Within this area is
Knoop Park. Should Knoop be shown as a park area?

We don't have any formal map or description of it. CAW may have that.
All property belongs to CAW, but some of this they have allowed to be used as park. I cannot find anything
referencing a boundary both parties agreed to.

Do you have something that shows the boundaries for Knoop Park? If so could you send them to me. There has been an
issue about what is shown for the park and not for park. CAW seems to own all this land from the parcel
information. So I do not have anything that gives the boundaries (how are down the hill does it go?, etc). (The legal we
used for the 'PR" zoning is so general it is meaningless.)

RR:MAINTENANCE RESPONSIBILITIES AT KNOOP PARK/OZARK POINT
This letter is intended to recap and confirm ourtouversation during my meeting with
you, Jim Sick of your departrm-nt and Buck Lewis of. the Water Works; in conjunction
with completion and inaintenance the above described project.
It was decided that the division of maintenaca would.be at the pedestrian,gates, with
the Parks Department also being responsible for the area between the gates and both.:
stone overlooks. The asphalt wallAWaiy, and. brush control in these areas would be•.tha-
parks responsibility. A map is enclosed to designate the 4' a for, which the earns
Department will be responsibile.
The dater Works will be responsible for maintaining all areas outside these gates in-
eluding the asphalt path. The Water Works will also be responsiblo'for trash Pick-ups
at the park as we will have personnel on site vho can do this.
I assume that the Parks Vepartmant will maintain the trail that is being built in the
woods connecting with Cantrell Road, although'that was not specifically addzaaA14 at
the meeting.
We discussed the use of Round -up to control vegetation. After div6ssing this Vitlin .
our company, we have decided that this will be allowed if the Parks Department. noti-
fies us two days in advance of spraying and is accompanied by Water Works permorshsl.
All possible precautions are to be maintained to do. this in controlled Arose and ilhwt
there will not be•wind drift.
