The majority of the land is currently zoned 0-3 with a little zoned 0-2. The current and any future owners of the land would be limited in uses based on the zoning not the Land Use Plan. The only case where the Land Use Plan would come into play would be if the owner or a future owner wanted to ask for a reclassification. So as long as the owners are happy with what they may do with the current zoning classification, the Land Use plan has no impact on them (no matter what it recommends). The Public Institutional on the Land Use plan was intended to should the administration and training facilities of Easter Seals. I hope this addresses your question. Sharon Moone Jochums is the Executive Director of Easter Seals and she has asked me to review the attached letter from the City regarding changing the zoning on land owned by Easter Seals located on Woodland Heights Road in Little Rock (identified a 04C on your map). Zoning on the Woodlands Heights Road property is being changed from Office to Public Institutional. As I read your letter, the Future Land Use Plan doesn't change current office land uses permitted under the office zoning. In other words, our land can be used in the future for general office use as well as those permitted uses falling under the Public Institutional classification. Please confirm my understanding. We reside at 20 Old Delmonte Drive in Carmel Valley. In a previous email responding to your first notice regarding this potential change we responded that we are in total agreement with the City Future Land Use Plan revision to change our area from Residential High Density to Residential Low Density. Again, we are in total agreement with this proposed change. We believe that the West Little Rock community would be best served if our area is changed to Residential Low Density.
