this type of zoning request (blanket in your terms) does not require the
applicant to say what his plans are other than "commercial uses" on the
north property and "office/residential" uses on the south.

1311 Bishop and 1522 Daisy Bates from 0-3 to C-3. (three lots) Land use
plan change from Mixed use to Neighborhood -Commercial
1401 Bishop from R-3 to 0-2. (one lot) Land use plan change from Single
Family to Office.
I checked with Monte and the applicant Ron Woods (372-2230) only stated for
the application commercial for the north and residential/office uses on the
south. In this type of straight zoning, you must consider all of the
possibilities of permitted uses in those categories (C3 and 02) as possible
uses and base your opinion off of those uses. Nothing in the zoning
categories prohibits him from removing the current structures.
these items are on the 9/28/06 agenda at the planning commission.
