We have made an initial contact with the AHPP for their input. We hope to hear something
in time to include it in the staff report.
The parking lot does not go through from Park to Schiller, although there are parking lots
from both streets toward the interior of the block. However, there will be pedestrian
movement connecting the rear parking lots. No buildings on Park Street will be removed as
part of this application.
All citizens are welcome to come and see the application that was filed with this office.
The planning commission hearing is scheduled for 1-5-06. All comments from citizens and
concerned groups should be given to Donna James and Walter Malone two weeks prior to the
hearing date to be included in the staff reports and given to the commissioners in their
packets. All later correspondence will be given to the planning commissioners at the time
of the hearing.

I've just heard that there are "PUD" signs up on the houses across the street from Central
H. S. that Grace Blagdon owns. As I'm sure you realize, this project could really set the
standard -good or bad -for subsequent redevelopment in the Central High neighborhood.
Consequently, I hope that some provision can be made for an informal, nonbinding review of
the project by staff of the Arkansas Historic Preservation Program. Because of the
project's proximity to a National Historic Landmark, if federal funds were being used, the
AHPP would be involved in a "Section 106" review. I'm assuming there won't be any federal
funding, so Section 106 doesn't actually come into play, but if the same type of review
could be conducted voluntarily, it would (1) be good p.r. with the neighborhood
association, and (2) help to ensure that the project doesn't violate any major historic
preservation "rules." In her description of the project to me, Ethel Ambrose mentioned one
thing that was of particular concern: a parking lot that would go through the block from

Park to Schiller. A parking lot in the middle of residential block could have a very
fTegative impact on rehab efforts in that block.
(Years ago, in the early to mid-1980s, there was a similar situation in the MacArthur Park
H. D., where the 2nd Baptist Church wanted to build a parking lot that would have gone
through the 600 block of Cumberland to Rock St. The QQA fought that proposal back twice,
and we were bruised and bloodied by the battles -but now, where that parking lot would have
been, two new houses are being built.) Let me know if I can be of any assistance.
