Tony,
I just had a chance to review the materials that will be provided to the planning
commission on Thursday evening. The material contains one factual error, and one
misleading statement regarding the National Historic Site. I offer the following for your
consideration...
In the analysis as presented on page 3 of the report for item 14, it is
stated,
"When this occurs [construction of our new visitor center] the former gas station -Visitor
Center will be changed to an archive and research center."
This is not correct. Our Comprehensive Management Plan specifies that the facility will
become an education center. Think of this as a classroom/learning laboratory that will be
used by students of all ages.
The next paragraph contains the statement,
"The school, along with the other three corners of Daisy Gatson Bates and Park, is a
National Historic Site under the control of the Interior Department of the Federal
Government."
It is true that the four properties described are included within the Congressionally
designated National Historic Site. However, Public Law 105-356 makes clear that the
designation does not usurp the authorities of the Little Rock School District at the
school. The Act also specifies that laws and regulations normally applying to units of the
national park system do not apply at Central High School National Historic Site unless the
National Park Service owns the property in fee. So, in other words, we do control the NW,
NE, and SE corners of Daisy Bates and Park. The school, although it is within the historic
site, continues to be controlled by the school district.
