change from P1 to ARX on the south half of the block bordered by Bishop,

I own. The property is located on Bishop Street between Daisy Bates and

The property is currently depicted on the City Land Use Plan as Single

Re: Central High Review
Dear Mr. Malone:
A parcel of land (16th & Jones) owned by our company is under consideration for a
change in use from Industrial to Mixed Use. Entergy used the particular parcel, along
with the adjacent, original city service center, for the past several decades, until all of
Entergy's field operations were moved to the Baseline and West Markham Service
Centers. Since 1998, we have been using the land in much the same way that Entergy
used it historically. That is — as a utility construction gathering and burst point for
personnel, equipment, and trucks engaged in electric utility infrastructure installation and
maintenance.
Incidentally, Entergy is our largest Arkansas customer, and we have found this central
location to be of great benefit in responding to the city's power restoration needs during
two tornadoes that occurred during the late 1990s, and the two great holiday ice storms of
1999/2000. We also operate from this location in the maintenance of the streetlight and
interstate lighting system for the City of Little Rock.
Essentially, our long-range use plans are to continue our past pattern, with the addition of
a 5000 to 7500 square foot warehouse/office building.
With all of this said, it is our desire to be a good neighbor, by helping the Central High
neighborhood fulfill its potential. I believe this can be done with a balanced regard for
our company's desire to use the property in the pursuit its business interest.
