FISCAL IMPACT N/A RECOMMENDATION Planning Staff recommends approval. Planning Commission recommended approval on November 29, 2001 (9-0-1-1 in favor). CITIZEN Notices were sent to the following neighborhood associations: PARTICIPATION Capitol Hill Neighborhood Association, Central High Neighborhood Association, East of Broadway Neighborhood Association, Meadowbrook Neighborhood Association, MLK Neighborhood Association, South End Neighborhood Association, South End Neighborhood Developers, and Wright Avenue Neighborhood Association. BACKGROUND This land use plan amendment originated with the rezoning application for the Westside Junior High School rezoning to PRD (Planned Residential Development). The Land Use Plan amendment was from Public Institutional to Multi -Family. Staff considered the following items when reviewing the expanded application: The Children's Hospital Master plan of October 1999, the current property ownership in the area, the existing uses in the area, and the last time the Land use plan was reviewed in the area (late 1980's). After researching the previous items, staff recommended expanding the application to the following area: Area 1: This proposed change is located in the 1600 block of Daisy Gatson Bates Drive on the north side of the street. This property is shown as Mixed Use on the Future Land Use Plan while the proposed change is to Public Institutional. This property is mostly owned by the Arkansas Children's Hospital and is shown on their Master Plan as open space. Area 2: This proposed change is located in the 1300 block of Marshall Street and is the Westside Junior High School. This is the original application and is currently shown as Public Institutional on the Future Land Use Plan. The proposed change is to Multi Family. Area 3: This proposed change is located in the 1100 block of Battery Street on the east side of the street. This block is shown as Mixed Office Commercial on the Future Land Use Plan and the proposed change is to Public Institutional. This property is owned by the Arkansas Children's Hospital, currently used as a parking lot and is shown on their Master Plan as parking and research offices. Area 4: This proposed change is located in the 1000 block of Battery Street on the east side of the street. This land is shown as Mixed Office Commercial on the Future Land Use Plan while the proposed change is to Multi -Family. This property is owned by the Little Rock Housing Authority and is the site of the Jesse Powell Towers, a high-rise residential development. Area 5: The Proposed change is for the entire block bounded by Maryland, Summit, I-630, and Schiller Streets; the western half of the block bounded by 9th, Summit, 10th, and Schiller Streets; the entire block bounded by 10th, Summit, 11th, and Schiller Streets; the entire block bounded by 11th, Summit, 12th, and Schiller Streets; the northeast quarter of the block bounded by 12th, Summit, 13th, and Schiller Streets be amended to Public Institutional. This area is shown as Single Family and Mixed Office Commercial on the Future Land Use Plan. The proposed change is to Public Institutional. All property in this area is owned by the Children's hospital with the exception of the Half block owned by Maurice Parker at 900-918 South Summit. The hospital's master plan shows offices and parking to the north and residential buffering to the south. Originally, the eastern half of the block bounded by 9th, Summit, 10th, and Schiller Streets that is owned by Mr. Parker was included in the amendment. Upon his request to be removed from the application, he was removed. His property is shown on the hospital's master plan as offices and parking. Area 6: This area is located on the east side of Marshall Street from I-630 to W. 10t' Street and on the north side of W. I 01 Street from Marshall Street to the northeast corner of W. 10th Street and Bishop Street. These properties are shown as Mixed Office Commercial on the Future Land Use plan and the proposed change is to Public Institutional. Children's Hospital and Immanuel Baptist church and is used mostly for parking. ORDINANCE NO. AN ORDINANCE TO AMEND THE LAND USE PLAN (16,222) IN THE CENTRAL CITY PLANNING DISTRICT FROM MIXED USE, PUBLIC INSTITUTIONAL, MIXED OFFICE COMMERCIAL, AND SINGLE FAMILY TO PUBLIC INSTITUTIONAL AND MULTI -FAMILY; AND FOR OTHER PURPOSES. WHEREAS, as the Little Rock Planning Commission believes it appropriate to amend the plan. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That Mixed Use for the south half of the block bounded by Daisy Bates, Bishop, 13th and Marshall Streets be amended to Public Institutional. SECTION 2. That Public Institutional for the entire block bounded by Daisy Bates, -Marshall, 13th and Wolfe Streets be amended to Multi Family. SECTION 3. That Mixed Office Commercial for the entire block bounded by 12th, Wolfe, 11th, and Battery Streets be amended to Public Institutional. SECTION 4. That Mixed Office Commercial for the entire block bounded by 11th, Wolfe, 10th, and Battery Streets be amended to Multi Family. SECTION 5. That Single Family for the entire block bounded by Maryland, Summit, I-630, and Schiller Streets; the western half of the block bounded by 9th, Summit, 10th, and Schiller Streets; the entire block bounded by 10th, Summit, 11th, and Schiller Streets; the entire block bounded by 11th, Summit, 12th, and Schiller Streets; the northeast quarter of the block bounded by 12th, Summit, 13th, and Schiller Streets be amended to Public Institutional. SECTION 6. That Mixed Office Commercial for the entire block bounded by 10th, Battery, Maryland, and Summit Streets be amended to Public Institutional. SECTION 7. That Mixed Office Commercial in the area bounded by 10th, Bishop, I-630 and Marshall Streets; and the northeast corner of the 10th and bishop Intersection be amended to Public Institutional.
