PLAN AND THE CITY OF LITTLE ROCK FUTURE LAND
USE PLAN
Summary: The University District Plan proposes a Future Land Use Plan that is
inconsistent with the current City of Little Rock Future Land Use Plan. However, for the
most part, the University District Future Land Use Plan is a simplification of the City
Plan. It eliminates isolated land use blocks and replaces them with Residential (or SF)
Land Use designations. Isolated Land Use blocks around 12th Street and University
(north of UALR) are changed to form a solid block of Commercial around each corridor.
The biggest difference in Land Uses is in the area around the intersection of University
and Asher. The University District Plan creates a Mixed Use area on the southwest
corner of this intersection, a PI and a MX area near the southeast corner, and an extension
of the UALR campus (PI) all the way to the northeast corner.
The University District Plan uses the same land use designations as the City except for
"Residential" and "Research" (which could most likely be replaced with SF and O).
The following is a list of the changes that would have to be made to make the City of
Little Rock Future Land Use Plan consistent with the University District Plan. I use SF
to represent the University District "Residential" land use designation.
Solid commercial around 12th Street and University (north of UALR)
• PI east of Leisure, just south of 12th St to C
• PI just west of University, north of 12th St to C
■ O west of University, just south of 191h St to C
■ PKOS just east of University, north of Charles Bussey to C
■ All PI, MX, O north of 12th St, between University and Jackson to C
• PI between Van Buren and Jackson, south of 12th St to C
Elimination of isolated land use blocks to create more SF
■ SO and MF west of University, north of Boyle Park Rd to SF
■ PI just south of University Park to SF
■ PKOS at Oak Forest Park to SF
■ O just south of 12th St on Taylor to SF
■ PI just west of University, south of Lakeshore to SF
■ PI between Coleman Creek and Fillmore, north of 24th St to SF
■ C and MF north of Colonel Glen (except the strip just west of Univ) to SF
■ PI, C, MF, LI, and PKOS east of Fair Park, south of 29th St, west of
Monroe, and north of Asher to SF
(except two small areas east of Fair Park from C and MF to MX and from
C to PKOS)
■ An area of C, I, and PKOS south of Asher, between University and
Mabelvale to SF
Other changes
■ Commercial just west of University north of 32°d St to "Research"
■ C just north of Asher, east of University to PI (to extend UALR campus
all the way to Asher)
• All LI, C, and PI just west of Mabelvale, south of Asher to "Research"
• All C and I south of Asher, east of Mabelvale to LI
■ An area of PKOS south of Asher, between Mabelvale and University to PI
• C at southwest corner of University and Asher to SF and MX
• C on either side of University, south of Fourche Creek to LI
