HomeMy WebLinkAboutRFQ outlineREQUEST FOR QUALIFICATIONS 121h STREET CORRIDOR PLAN Date: GENERAL Bid No. The City of Little Rock ("CLR"), University of Arkansas for Medical Sciences ("UAMS") and Central Arkansas Library System ("CALS"), with an appointed citizen task force is seeking proposals from qualified consultants for development and design services. The consultant shall develop a comprehensive long-range plan for the physical development/redevelopment of the 12`h Street corridor, considering all existing and potential land uses and physical infrastructure. In addition, the planning process will identify planning and development initiatives that border the corridor and reconcile differences between those plans and the 12th Street Corridor plan. SCOPE OF SERVICES The Redevelopment Consultant will be responsible for the following: • Inventory existing conditions, land uses, property owners, and physical infrastructure in the corridor and prepare a photographic record of the conditions in the corridor. ■ Assess the condition of public infrastructure in the corridor. • Identify/inventory and describe the existing plans for improvements and developments by property owners and by adjacent development/redevelopment initiatives. • Get input from stakeholders (interviews and public meetings) regarding plans and trends affecting the corridor. ■ Develop concept plans for development of the corridor. This would include urban design standards and alternative development plans (schematics). • Develop prototype project descriptions and indicate priorities for types and locations of planned projects. • Develop implementation strategies that describe resources and a general time line for making improvements. QUALIFICATIONS Respondents must provide information regarding qualifications and characteristics of their firm in the following order with examples of similar work completed: ♦ A description of the firm ♦ A detailed work plan, which would identify major concerns ♦ A detailed schedule of work ♦ An organization chart showing key personnel by name ♦ Resumes of key personnel Bid No. ♦ Manpower estimates to perform the items detailed for the work EVALUATION CRITERIA In order to properly evaluate the experience of the project team being proposed for this work, please show the involvement of each team member in projects that are presented as "similar types of work" or as representative of the types of work the firm is involved in. Any projects listed in this proposal that are intended to show the firm's experience in the type work contemplated and that do not show the involvement of proposed project team members will not be considered by CLR as relevant to this proposal. ELIGIBILITY This position is open to all qualified real estate development professionals, regardless of race, color, religion, national origin, gender, age, military status, sexual orientation, marital status, or physical disability. HOW TO APPLY To be considered, five copies of the proposal must be received by the Purchasing Agent no later than 2:00 p.m. at the following address: Mr. Jerry Paul, Purchasing Agent City Hall 500 West Markham Little Rock, Arkansas 72201 The five copies of the proposal should be packaged in such a manner that the sealed, opaque envelope clearly reflects. the project name ("12th STREET CORRIDOR PLAN"), the bid number (see upper right corner of this RFQ), and the applicant's name and address. All submitted materials become the property of the City of Little Rock and will not be returned unless a self- addressed stamped envelope, with sufficient postage, is provided. The City of Little Rock will make every effort to protect submitted materials; however it will not be responsible for any loss or damage. The City of Little Rock reserves the right to reject any and all applications. SELECTION PROCESS As approved by the City Manager, a selection committee will review all applicable submissions and select applicants to be interviewed and recommended in accordance with the provisions of Little Rock Ordinance No. 15,221 for competitive selection of professional services providers. 2 Bid No. Committee members will evaluate each proposal according to the qualifications and criteria noted above and will record their scores on a selection -rating sheet (see attached sample sheet). After scoring and ranking all proposals, the committee may elect to conduct interviews with the top ranked applicants in order to make its final selection. Following a final committee ranking of proposals, a fee negotiation will begin with the top ranked firm.
