Thanks for your comments. Point of clarification. We've involved actual residents from the beginning of our
planning process and at every juncture throughout the process. We will need residential input as we develop the
codes and specifics of our form base approach.

actual residents of the 12th Street Corridor, so that their input would be taken under advisement?

Dear Steering Committee Members:
Thanks for your responses regarding form based zoning. Several of you had some questions, concerns
and good insight. I had a discussion with our Planning Staff to work through some of the dialogue in the
emails that were sent.
One concern was that form based zoning is more focused on the "form" of the building design versus the
actual use of the land which might result in a "bunch of pretty liquor stores." Form Based zoning does
go beyond building design and includes some land use requirements.
Under current zoning a liquor store could open on any land that is already zoned `C-3' general
commercial which is most of the property that fronts 12th Street west of the Hinton Resource Center
however there are fewer properties zoned commercial on the east side. If the desire is to have non-
residential along 12th street the possibility of more liquor stores exists with either the current zoning
code or if Form Based code is used. To control the growth of liquor stores in the future other regulatory
measures will have to be investigated and would have citywide affects.
Another point brought up was whether or not the corridor's model supports the suggested extended area.
If formed based zoning is adopted at this stage it would only be for the current boundaries until it can be
determined what type of impact it would have on the Central High DOD which is now pending.
If the form based concept is adopted the next step would be to hire a group that is familiar with this type
of zoning who would help write the regulatory plan that would govern the corridor. This process would
include a thorough inventory of existing conditions and education components. Working with area
residents and property owners, the specifics of the code would be development. Education on the affects
and meaning of the code would be done for the general public, local residents and owners as well as
members of the development community and city staff. Particular efforts to help enforcement staff
understand the new code and correct methods for enforcement would be included.
