He is now in private practice as a planning consultant; working primarily in Virginia, West Virginia and along the east coast. We discussed the pros and cons of Form Based Code (the "Code") based on his 35 years of experience and more importantly, his experience using it in a very similar application in Arlington. As we have all discussed, the "devil is in the details" so we need to be committed to the process from start to completion. When the process is completed and adopted by the City, administering the code will be the responsibility of the district (amendments, etc.) and city staff personnel. On the positive side, as we craft the Code, use restrictions will be created as well as fundamental design criteria. I will be prepared to make a more comprehensive report during our next meeting as our time together was very intriguing from a "user" perspective and the success that ultimate followed. Therefore, I vote to proceed with Form Based Code. Buy the way, Jim was very impressed with the work expended to date and made the comments "we're on the right path". Nice to hear that from someone who has "been there and done that". As for the boundary, Jim highly recommended we maintain the north, south and west boundaries, but recommended we extend the east boundary seven tenths of a mile (plus or minus) to Children's Hospital. That would be my recommendation as well. In my opinion, the boundary extension would be a "win-win" for our city. Thank you, Johnny John C. After giving some careful thought and consideration regarding our options, I'm inclined to move forward with the adoption of form based zoning for the entire corridor rather than the core area. I would like to have your thoughts or "vote" on this matter by Wednesday. Although we are scheduled to meet in the very near future, I need your input so that our consultants can move forward with the completion of our plan. We've had to extend our planning process for another month and I don't want to request any more extensions. Per our discussion during our last meeting, we still have plans to meet within the next few weeks to discuss new market tax credits and other funding options with respect to the new substation. Please give me your thoughts on our form based zoning approach by next Wednesday and thanks for all that you do to make our community a better place.
