CERTIFICATE OF AUTHORITY AND REVERSIONARY RIGHTS
I, owner of the Property described as,
Lot 6, Block 12, Cunningham's Addition to the City of Little Rock, Pulaski
County, Arkansas,
by my signature below, certify to the following:
1. That Central Arkansas Library System ("CALS") has a contract to
purchase the Property from me and that this contract will be closed during
calendar year 2009;
2. That I have authorized CALS and its agent, Colliers International, to act as
my agent regarding the zoning of the Property;
3. That I have authorized CALS and its agent, Colliers International, to act as
my agent in petitioning for the closure of streets and alleys abutting the
Property as CALS determines for its redevelopment plans;
4. That my conveyance to CALS will include any reversionary rights resulting
from closure of the abutting streets and alleys;
5. That I hereby authorize CALS and its agent, Colliers International, to take
all actions not inconsistent with the foregoing provisions of this Affidavit,
as it deems prudent, necessary and appropriate, in my name, to effect the
purposes hereof and the contract by and between CALS and me for the
purchase and sale of the above described Property.

CERTIFICATE OF AUTHORITY AND REVERSIONARY RIGHTS
We, owners of the Property described as:
Lot 5, 6, and 7, Block 6, Cunningham Addition to the City of Little Rock,
Pulaski County, Arkansas, and the East 10' feet of the strip formerly
platted as an alley lying West and adjoining said Lots 5, 6 and 7, Block 6,
by our signatures below, certify to the following:
1. That Central Arkansas Library System ("GALS") has a contract to
purchase the Property from us and that this contract will be closed during
calendar year 2009;
2. That we have authorized CALS and its agent, Colliers International, to act
as our agent regarding the zoning of the Property;
3. That we have authorized GALS and its agent, Colliers International, to act
as our agent in petitioning for the closure of streets and alleys abutting the
Property as CALS determines for its redevelopment plans;
