The Department of Planning and Development is in the process of reviewing the Land Use Plan for an area in and
around your property. The proposed changes are a result of the Capitol View/Stifft's Station Neighborhood Action
Plan. A Land Use Plan change does not affect property taxes nor require that you alter how or what you are
currently doing on the property. Further, a Land Use Plan change does not change your zoning. It does provide a
guide, should you ever wish to change the zoning of the property.
The Pulaski County Assessor's Office records show that you own the property described as Original City
Subdivision Block 359 Lot 12 and located at . The current Future Land Use Plan designation for this
property is STD - Service Trades District. A more appropriate Land Use category for the piece of property
listed above would be MX - Mixed Use . The proposal which will be sent to the Little Rock Planning
Commission August 17, 2000 is to change the Land Use Plan to MX - Mixed Use for this property.

Comments will be distributed to the Planning Commission for their consideration. A Public Hearing will
be held on Thursday, August 17 at 4 PM in the Board Chambers, second floor City Hall (500 West
Markham) to consider this change.

Original City Subdivision Block 361, Lot 12
Dear Mr. Whitbeck:
Enclosed you will find two letters addressed to Mr. F. Schuman and Kaye R. Company the previous owners of
the above referenced property. As indicated the Capitol View/Stifft's Station Neighborhood Association just
completed an update of their neighborhood action plan and as a part of the process the Future Land Use Plan
was examined to determine how closely the Plan represents exist land uses. A recommendation was made to
change your property from the current classification of Service Trades District to Mixed Use.
Service Trades District would allow for a selection of office, warehousing, and industrial park activities that
primarily serve other office service or industrial businesses. The district is intended to allow support services to
these businesses and to provide for uses with an office component. A Planned Zoning Districtis required if the
development is not "wholly office" (all office).
Mixed Use provides for mixture of residential, office and commercial uses to occur. A Planning Zoning District
is required if the use is entirely office or commercial or if the use is a mixture of the three.
Difference? The Mixed Use allows for a residential component and allows for a residential development to
occur without a Planned Development. Service Trades District would allow for a development of office activity
to occur without a Planned Development but would not allow for a residential component.
As indicated this change is to the Future Land Use Plan and not the Zoning. The zoning is the legal by -right use
of your property. This change also would not affect the current use of your property. The change would only
provide a guide should you ever wish to change your zoning. As indicated a Public Hearing will be held August
17, 2000 at 4:00 p.m. 500 W. Markham Street.
