SYNOPSIS
Rezoning of properties along the Asher corridor to recognize
existing land use, land use patterns and zoning patterns.
RECOMMENDATION
Asher Corridor Steering Committee recommends approval.
Planning Staff recommends approval.
Planning Commission meeting on 1-25-01 (10-0-1 in favor).

Property owners and business owners along the Asher corridor
PARTICIPATION
have met over the last year. All property owners within 300
feet of each rezoning were notified. Local Neighborhood
Associations were notified. A Public Hearing was held by the
Planning Commission on 1-25-01.
BACKGROUND
As part of the review of the Oak Forest and Stephens
Neighborhood Areas during the neighborhood planning
process, the two steering committees agreed to allow the Asher
Corridor Committee to create a plan along the corridor. This
committee is made up of approximately 40 property owners,
business owners and developers. Early in the year 2000 the
Planning Commission had a rezoning request before them along
the Asher Corridor. The Planning Commission asked the Asher
Corridor Committee to make a recommendation on the
rezoning request and also asked if the committee could review
the land use plan and the zoning classifications along Asher.

The Asher Corridor Committee's goals were to recognize
existing uses and to confine Industrial uses to the south side of
Asher whenever possible. The Asher Corridor Committee
developed a set of Land Use Plan changes that more accurately
reflected the existing land uses and their goals. The changes
were scattered along Asher Avenue between University and the
Asher/Roosevelt split. In August 2000 the Planning
Commission approved these changes, and the Board of
Directors approved them in October 2000.
In November 2000 the Asher Corridor Committee reviewed the
zoning patterns along Asher. Staff identified property owners in
the Asher Avenue area using Pulaski County Assessor records.
One hundred and seventy-four potential rezoning letters, were
sent to property owners by certified mail explaining the Zoning
changes and requesting a response if they were interested in
rezoning their property. Included in this certified mailing was a
business reply envelope for the property owner to return a
1 response.
On January 25, 2001, the Planning Commission placed the
rezonings on the consent agenda (10-0-1 in favor).

The staff presented a positive recommendation on this

A motion to that effect was made. The motion passed by a vote
of 10 ayes, 0 nays and 1 absent.

SECTION 2. That the map referred to in Chapter 36 of
the Code of Ordinances of the city of Little Rock and
designated district map be and is hereby amended to the
extent and in the respects necessary to affect and
designate the change provided for in Section 1 hereof.
SECTION 3. That the Ordinance shall take effect and
be in full force 30 days after the date of its passage and
approval.
SECTION 4. Severability. In the event any title,
section, paragraph, item, sentence, clause, phrase, or word
of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjunction shall not
affect the remaining portions of the ordinance which shall
remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not
originally a part of the ordinance.
SECTION 5. Repealer. All laws, ordinances,
resolutions, or parts of the same, that are inconsistent

with the provisions of this resolution are hereby repealed
to the extent of such inconsistency.
