SYNOPSIS
Land Use Plan Amendment located on the east side of Pine
Street between 17" Street and 18" Street from Single Family
Residential to Public Institutional.
RECOMMENDATION
Planning Staff recommends approval.
This item was placed on consent agenda and approved with a
vote of 11 ayes and 0 nays.

associations: Capitol Hill Neighborhood Association, Forest
Hills Neighborhood Association, Love Neighborhood
Association, Pine to Woodrow Neighborhood Association, and
Stephens Area Faith Neighborhood Association.
BACKGROUND
The area comes out of the Stephens Area Neighborhood Action
Plan. The plan recognizes existing land use and implements the
appropriate land use classification. Since the proposed
properties are currently used as a parking lot and a playground,
owned by the First Baptist Church Highland Park, it is thought
that the additional area would make the boundaries more
logical.
The property and its surroundings are currently zoned R4. Pine
and Cedar Streets are shown as a Collector on the Master Street
Plan.

PROPOSAL / REQUEST:
Land Use Plan amendment in the I - 630 Planning District from SF to
PI. Public Institutional (PI) includes public and quasi public
facilities which provide a variety of services to the community such
as schools, libraries, fire stations, churches, utility substations,
and hospitals.
CURRENT LAND USE AND ZONING:
The proposed property and its surroundings are currently zoned R4.
RECENT AMENDMENTS:
September 3, 1996, A change was made from Multi -family to Low
Density Multifamily, Mixed and Public Institutional to the area
north side of Asher Avenue from Valmar Street to Brown Street.
July 6, 1993, A change was made from Low Density Multifamily to
Neighborhood Commercial to the area south of 12th Street and east of
Booker Street.
MASTER STREET PLAN:
Pine and Cedar Streets are shown as a Collector on the plan.
PARKS:
There are limited number of parks and recreational space. Fletcher
Park is located at the southeast corner of I-630 and Woodrow Street.
Curran Conway Field is located on the south side of 24th Street
between Monroe Street and Harrison Street.

NEIGHBORHOOD COMMENTS:
Notices were sent to the property owners and the following
neighborhood associations Capitol Hill Neighborhood Association,
Forest Hills Neighborhood Association, Love Neighborhood
Association, Pine to Woodrow Neighborhood Association, and Stephens
Area Faith Neighborhood Association were all notified through the
Steering Committee. All five of these neighborhood associations are
very active in the Stephens Area Neighborhood Action Plan and are in
support of the changes.
STAFF RECOMMENDATIONS:
Staff believes the changes are appropriate.

PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS
SECTION 1. That Single Family on the east side
of Pine Street between 17th Street and 18`h Street be
amended to Public Institutional on the Land Use Plan.
