K. Williams & Co. of Little Rock, Inc. 10rz.i C)I I am in receipt of your letter regarding the proposed zoning change to our property at 16723 Cantrell Road. Is there a document that describes the requirements of the proposed Suburban Office zoning? Based on your letter, I don't see any immediate objections to the change, however, I would like to review the document or list of changes before giving my opinion on the matter. So, respectfully, I request that copies of the document(s) be sent to me or a link to web documents be made available if that is the case. It is our desire to cooperate fully with the City of Little Rock and to be good stewards of the property at this location to the extent we can provide needed services to the area and to the extent we can afford it. We would also like assurance that the City of Little Rock reciprocates this feeling and is interested in our success here in addition to maintaining the area. I must say that recent events between the City and property owners close by have caused us some trepidation. So I really would like to be more informed as to what the differences are between the two zoning designations and what requirements we really have to meet. Thank you for your consideration of my request. As I said, we do want to be cooperative and this change possibly could amount to a positive step for us at this location. The Department of Planning and Development has been in the process of reviewing the Land Use Plan for the area in and around your property. The proposed changes are a result of discussions and review by city staff. Your property is currently shown as Transition. Transition is a land use plan designation that provides for an orderly transition between residential uses and other more intense uses. Transition was established to deal with areas which contain zoned residential uses and nonconforming nonresidential uses. A Planned Zoning District is required unless the application conforms to the Design Overlay standards. Uses that may be considered are low-density multi -family residential and office uses if the proposals are compatible with quality of life in nearby residential areas. The Transition category has slowly been phased out of use by the City of Little Rock and this proposal would change the Land Use category for your property and all other property shown as Transition to Suburban Office. The requirements for the Suburban Office category are much the same as those for the Transition category. The suburban office category shall provide for low intensity development of office or office parks in close proximity to lower density residential areas to assure compatibility. A Planned Zoning District is required. A change to the Land Use Plan does not change your zoning or taxes. Please contact us indicating your wishes to the address above before December 1, 2009. If no response is given, the planning staff will view this as an acceptance of the change in the Land Use Plan category.
