I suspect that Talley Road will need to be classified to commercial street standard in light of the surrounding development. A -324 ----Annexation request. I suspect that this area is practically an island of unincorporated land within LR city limits. Request seems appropriate, but it will goose development pressures in that area. Better hurry up your DOD process for the area. This request is located in the 65th Street West Planning District. The Land Use Plan shows Light Industrial (LI) for this property. The Light Industrial category provides for light warehouse, distribution or storage uses, and/or other industrial uses that are developed in a well-designed "park like" setting. The applicant has applied for a rezoning from R-2 (Single - Family Residential) to C-4 (Open Display Commercial District) to allow for future re -development of this site. Talley Road is shown as a Local Street and Colonel Glenn Road is shown as a Principle Arterial on the Master Street Plan. The primary function of a Local Street is to provide access to adjacent properties. Local Streets that are abutted by non-residential zoning/use or more intensive zoning than duplexes are considered as "Commercial Streets". A Collector design standard is used for Commercial Streets. A Principal Arterial is to serve thorough traffic and to connect major traffic generators or activity centers within the urbanized area. Entrances and exits should be limited to minimize negative effects of traffic and pedestrians on Colonel Glenn Road since it is an Arterial. These streets may require dedication of right-of-way and may require street improvements for entrances and exits to the site. A-234 A request to annex 11.4 acres to the City of Little Rock in order to receive City Services for the land (wastewater). The land is along the south side of Kanis Road just west of the Kanis intersection with Kirby and Cooper Orbit Roads (in the 14000 Blk of Kanis Road). The land is currently zoned C-1, Neighborhood Commercial, MF -6, Multifamily 6 units/acre and Planned Residential District (for a 186 -unit apartment complex) on this 11.4 area tract. The C-1 zoning is some 1.37 acres at the intersection of Kirby and Kanis Rds. The MF -6 zoning is some 0.68 acres northwest of the future intersection of Kanis with Panther Branch.
