Dear Mr. Minyard
On August 5th, 1998, I wrote a letter to you in opposition to Plan Amendment LU -98-14. As you know, at
the Planning Commission meeting that night, Mr. James Hathaway and Mr. Buddy Ellis expressed their
view to me about the proposal to amend the land use from R1 to STD for the purpose of subsequent
rezoning with intent of the development of a "light industrial park". They believed that the development
would not do any negative damage to the community and would not have negative impact on the
community. My position at that time was neutral, I had reservations but as 1 said before the commission ,
"I no longer stand in opposition to the plan at this time". This is not a support endorsement as has been
suggested in the Notice of Plan Use Amendment, Planning Commission Action document that I've
reviewed nor a stand against, it's a neutral statement.
On September 10th, 1998 after Mr. James Hathaway and Mr. Buddy Ellis met with the Pecan Lake
Property Owners Association at the Bible Doctrine Church, it became clear to me that this development
would not fit in the community, there are too many unknowns. I do not support LU98-12-04 in my
opinion , the community stands to suffer more than benefit from the zoning and development that would
follow.
I've enclosed a copy of a letter dated September 14, 1998 addressed to Mrs B.J. Wyrick, who's the Director
of Ward 7. My feelings of opposition were expressed to her in the letter and again on the night of the
Board of Directors meeting at city hall on September 15, 1998, when I spoke against LU98-12-04.
I'm officially asking you to let the record reflect my true feelings on LU98-12-04 , which are strongly
against.

Dear Mrs. Wyrick,
On August 5t', 1998, I wrote a letter to Mr. Bryan Minyard, Planner City of Little Rock, on behalf
on some of my neighbors and myself in opposition to a proposed development by Mr. Buddy Ellis
on a tract of land described in Plan Amendment LU98-12-04. Also, a copy was faxed to you, and
thanks for the response. Before the hearing about the land use amendment on August 6a', 1998
Mr. James Hathaway and Mr. Buddy Ellis presented information that made me feel more comfortable
about the development.
Since that time other information has surfaced and meetings have been held. There is information that
suggests the majority of the residents in the community either have reservations about the development
or flat out oppose it. After considering all the unknowns and the strong reactions against the
development that were voiced, I no longer feel that the development is a good idea. I stand with my
neighbors and other residents of the community in opposition to the development.
We all respect Mr. Hathaway and admire Mr. Ellis for his desire to accomplish such a big task. We
all have a desire to leave a legacy, maybe this is his. You see, the majority of the work -a -day people
in the community live their legacy and the most that some of us will leave is the 80' x 125' plot and a
modest home that we've spent years paying for. This represents for the majority of us, life's biggest
financial investment and the feeling is that Mr. Ellis's development will have a negative impact on
the community.
There is land zoned STD located on Shackleford Road for sale that should serve Mr. Ellis's purpose,
some of the land is listed by Mr. Hathaway's company. Also, there are residential developers who are
interested in the property that Mr. Ellis bought and would probably make him an offer to buy the property.
In case Mr. Ellis feels that he's in a losing position on his investment in the property. Thanks for your
