FOR THE INSTALLATION AND MAINTENANCE OF A 7 VIDEO ASSESSMENT SYSTEM FOR CITY HALL; AND FOR OTHER 8 PURPOSES. 0 10 WHEREAS, access and security control is a major concern for employees and 1 1 visitors to City Hall, and 12 WHEREAS, with the emergence of new threats in today's society, we must en- 13 sure that key facilities within our local governments are protected from these outside 14 threats, and 15 WHEREAS, the City received $781,492.42 in FY2005 from the Department of 16 Homeland Security Grant Program funding which allows for a Physical Security En- 1 7 hancement of Key Facilities within local government, with a Video Assessment System 18 qualifying under allowable expenditures, and 19 WHEREAS, Interface Security Systems has designed and installed security and 20 monitoring systems already in place at certain key Little Rock City Government facili- 21 ties, and 22 WHEREAS, competitive bidding should be waived and the contract awarded to 23 Interface Security Systems, as the sole source provider of the system, in order to remain 24 consistent and implement a comprehensive security system for City Hall. 25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 26 OF THE CITY OF LITTLE ROCK, ARKANSAS: [PAGE 1 OF 21 Ordinance To waive bidding for Video Assessment System for City Hall I Section 1. The Board of Directors finds that competitive bidding should be 2 dispensed with in the implementation of a comprehensive security system for City Hall, 3 as an exceptional situation exists and competitive bidding is impractical and infeasible. 4 Section 2. The City Manager is hereby authorized to dispense with competi- 5 tive bidding and to enter into a contract with Interface Security Systems for'the installa- 6 tion and maintenance of a Video Assessment System for City Hall, in the amount of 7 Fifty Thousand, Seven Hundred Eighty -six Dollars ($50,786.00). 8 Section 3. Funds for this purchase are available from FY2005 Department of 9 Homeland Security Grant Funding. 10 Section 4. Severability. In the event any title, section, paragraph, item, sen- t 1 tence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 12 unconstitutional, such declaration or adjudication shall not affect the remaining por- 13 tions of the ordinance which shall remain in full force and effect as if the portion so de- 14 clared or adjudged invalid or unconstitutional were not originally a part of the ordi- 15 nance. 16 Section 5. Repealer.
