Tony,
In another part of the County, I understand that Entergy Arkansas (EAI) is being asked by the City of
Little Rock to consider changing part of Entergy's property from light industrial to single family
residential land use, in the vicinity of Mabelvale 500kV substation, Alexander 11 5k substation and
transmission lines (two 500kV transmission lines and four 11 5k lines).
Can we set up a time to meet and talk through this so that both parties can get a better understanding
of the request and situation? Without all the facts, it could appear that the city is attempting to limit
EAI's future use of these properties for utility purposes. In addition, it may render the current use as
non -conforming.
It is my understanding that EAI is to have a response to the City of Little Rock by May 15. Based on
what we know at this time, the statements below would be EAI's position.
1. It is Entergy Arkansas's(EAI) desire to retain its current land use
status to avoid any possible limitations (current and/or future) of the
use of our property for utility purposes.
2. EAI's concern is that this action may render our current use as non-
conforming.
3. Based on the Land Use Categories it appears that the current category
designation (LI) is a much better description of the current use of
our property than the proposed use (SF).

4. Entergy has no objection to the changes requested by the adjoining
property owner for his property but sees no reason or advantage to
changing the land use status of our property. Entergy Arkansas has no
objection to the adjoining property owner's request contingent on
property owner not later objecting to EAI's use of our property now
or in the future for any and all utility purposes.
