HomeMy WebLinkAbout15288 1 RESOLUTION NO. 15,288 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO AN AGREEMENT WITH THE PARKS AND RECREATION 5 FOUNDATION OF ARKANSAS FOR THE DEVELOPMENT OF 6 MOUNTAIN BIKE TRAILS AT RIVER MOUNTAIN PARK AND TWO 7 RIVERS PARK; AND FOR OTHER PURPOSES. 8 9 WHEREAS,the Parks&Recreation Staff developed a Soft Surface Trail Feasibility Study identifying 10 seven(7)potential projects for the development of Mountain Bike Trails and Trail Amenities; and, 11 WHEREAS,the study was developed by professional consultants and River Mountain Park and Two 12 Rivers Park were chosen based upon criteria of excellent natural elevation,landscape features and proximity 13 to the Arkansas River trail and Pinnacle Mountain State Park monument trails; and, 14 WHEREAS, the Parks & Recreation Department requests a contract with the Parks and Recreation 15 Foundation for the development of Mountain Bike Trails and Trail Amenities; and, 16 WHEREAS,the Foundation has tremendous fund raising experience in the State of Arkansas; and, 17 WHEREAS, Parks & Recreation Department Staff wishes to partner with the Foundation to raise 18 funds to construct and manage Mountain Bike Trails and Trail Amenities development at River Mountain 19 Park and Two Rivers Park;and, 20 WHEREAS, the Agreement with the Parks and Recreation Foundation of Arkansas shall authorize 21 the Foundation to collect,manage and distribute funds for the project; and, 22 WHEREAS,the estimated cost of the project is Eight Hundred Thousand Dollars($800,000.00)with 23 the City of Little Rock's commitment of Two Hundred Thousand Dollars($200,000.00)to be funded from 24 the 3/8-Cent Capital Improvement Sales Tax Funds,Account No. 326459-TS45C13; and, 25 WHEREAS, Parks & Recreation Department Staff met with the Walton Heights Neighborhood 26 Association numerous times to review the scope of the projects over the last two (2) years, and the 27 association has expressed its support for both the projects. 28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 29 OF LITTLE ROCK,ARKANSAS: 30 Section 1. The City Manager is authorized to enter into an agreement with the Parks and Recreation 31 Foundation of to develop Mountain Bike Trails and Trail Amenities at River Mountain Park and Two Rivers 32 Park. 33 Section 2. The total estimated cost of the project is Eight Hundred Thousand Dollars ($800,000.00) 34 of which the City of Little Rock commitment is Two Hundred Thousand Dollars($200,000.00). Funds for [Page 1 of 2l 1 the City's commitment is available from 3/8-Cent Capital Improvement Sales Tax Funds, Account No. 2 32459-TS45C13. 3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 7 resolution. 8 Section 4. Repealer.
