Re: 12800 County Line Road — Land Use Plan Amendment — Single
Family to Commercial — Short Form PCD
The membership of Southwest Little Rock United for Progress voted to
oppose. the Land Use Plan Amendment for 12800 County Lune Road
from Single Family Residential to Commercial. The membership also voted to
oppose to the PCD for the same property. The long-range plans for the area
is outlined in the Chicot West/I-30 South Neighhb &od Action Flan. The plan
calls for more intense commercial nodes at the intersections of collector and
larger streets.
We also would like to support Irish Spring in their fight for their
neighborhood. This neighborhood is feeling the effects of uncontrolled growth
in Saline County at their doorstep.

Amendment from Single Family to Commercial
I was an active participant in the Chicot West/I-30 South Neighborhood
Action Plan. I oppose the proposed Land Use Plan Amendment for
12800 County Line )Road from Single Family to Commercial. The Land
Use Amendment is inconsistent with the Chicot Westll-30 South
Neighborhood Action Plan. I also oppose the Planned Commercial
Development for the same address.
The plan calls for more intense commercial nodes at intersections along the
South Loop, and more neighborhood -friendly development at other crossroads
is our area. The Land Use Plan Amendment before you today seems to be a
prexnature step toward gaining commercial zoning for the property without a
publicly reviewed development plan.
Residents of the Irish Spring Estates would be unduly impacted by this
commercial development. I request the Land Use Amendment before you be
denied. I also request that the developer be required to maintain an
undisturbed buffer toward the residential property, should any higher
intensity zoning or Planned Commercial Development be granted.

the Irish Spring Estates Subdivision and measures 238.45 feet in width and 682.64 feet in length.
This property was originally zoned W6 according to the Amended Final Plat and Bill of
Assurance for Irish Spring Estates which was recorded in 1986 (85-66009). On November 24,
1997, the Board of Directors for the City of Little Rock voted to change the property zoning to R2
after overwhelming recommendation from the Planning Commission and the Chicot West I-30
South Neighborhood Action Planning Committee.
This property was never intended to be zoned for commercial use and I feel that doing so would
be detrimental to our neighborhood. Irish Spring Estates is a very small two street neighborhood
consisting of approximately fifty single-family residences. The street design consists of a single
entrance street and two cul-de-sacs. Due to the irregular shape of Tract D, it is directly bounded
by at least nine residential lots. Rezoning would erode the property values for all Irish Spring
Estates property owners. As a resident of Trish Spring Estates, I request that the Land Use Plan

I am a resident of the Irish Spring Estates Subdivision, and have
recently
been made aware that a reqest for rezoning has been made for the
property
next to our subdivision. The property in question is a 12800 County Line
Road, and the request is to change it from multi -family to commercial
office. The person requesting the change is Doug Loftin.
I have spoken with Mr. Loftin and he has informed me that his planned
development of the area included a mandatory 20 foot buffer zone between
his
area and our subdivision, and that the development would include some
sort
of perimeter fencing. These were the major concerns that my wife and I
shared about the development. By him doing these things, the buffer zone
and
the fence, we feel like the development would not be intrusive to our
neighborhood.
Therefore, my wife and I both support the zoning change. We would like
to
see the area changed to commercial office zoning so that Mr Loftin can
proceed with his plans to build a day care and mini -storage. We feel
these
types of business will not hurt our neighborhood, or our property
values.

I plan to attend the public hearing on March 8, 2001 in
reference to 5-6398--A, rezone property from R-2 to PCD for the
construction of a mini -warehouse facility and daycare center. I
Plan to speak and present pictures at the hearing.
I`m against the building of a Daycare center and Mini -
warehouse adjacent to my property located at #2 Leprechaun Lane.
I do not know of anyone in my neighborhood that approves of a
Daycare Center and Mini -warehouse being built so close to our
homes,
I moved from Sherwood, Alt to my present location around
December 1997. I could not afford to live anywhere I wanted, but
could afford the house at #2 Leprechaun Lane. My Wife and I
chose this house because of it being located close to the city
and the country setting that it has. Our neighborhood is quite
and a peaceful place to live and we would like it to stay that
way. When we purchased the house we were aware of the Gas
Station being built on the corner Of Vimy Ridge and County Line
Road, but not a Daycare and Storage :facility. The storage
facility could have the potential to store hazardous materials,
store items that could be illegal, create more traffic and not to
mention the "concrete eye sore" it would be. The combination Day
Care and Storage Facility is an odd combination in itself. Both
would increase the traffic, noise and disrupt the "neighborhood"
environment we had moved here for,
There is always the possibility that the Day Care Center or
Storage Facility would not be profitable, therefore, leaving the
buildings to be turned into a Video Store, Taco Bell, or Burger
King that would create more traffic, more noise, at all hours and
a NON RESIDENTIAL/NEIGHBORHOOD ENVIRONMENT we once again moved
here for.
I serve in the United States Army and have lived in many
Places. None have been next to a Daycare Center. Building a
Daycare Center in our neighborhood may decrease the value of our
homes and will disrupt our way of life.
we have nice neighbors in our area and prefer to keep them
there. One neighbor'1. a trucks driver 4nd driven during the
nighttime, this will.affect •bib"way c'n life. Another neighbor is
a police officer which works different shifts and will affect her
sleep pattern.

Please accept this letter as notice that I am opposed to changing the Land Use Plan for 12800 and
12824 County Line Road from R2 to PCD(Commercial). This property is known as Tract D of
the Irish Spring Estates Subdivision and measures 238.45 feet in width and 682.64 feet in length.
This property was originally zoned MF6 according to the Amended Final Plat and Bill of
Assurance for Irish Spring Estates which was recorded in 1986 (85-66009). On November 24,
1997, the Board of Directors for the City of Little Rock voted to change the property zoning to R2
after overwhelming recommendation from the Planning Commission and the Chicot West I-30
South Neighborhood Action Planning Committee.
This property was never intended to be zoned for commercial use and I feel that doing so would
be detrimental to our neighborhood. Irish Spring Estates is a very small two street neighborhood
consisting of approximately fifty single-family residences. The street design consists of a single
entrance street and two cul-de-sacs. Due to the irregular shape of Tract D, it is directly bounded
by at least nine residential lots. Rezoning would erode the property values for all Irish Spring
Estates property owners. As a resident of Irish Spring Estates, I request that the Land Use Plan
for the above-mentioned Tract remain unchanged.
