HomeMy WebLinkAbout194811 ra ORDINANCE NO. 19,481 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF 4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A CONTRACT WITH NORTHROP GRUMMAN 6 CORPORATION FOR THE UPGRADE OF THE CURRENT 9 -1 -1 7 COMPUTER AIDED DISPATCH SYSTEM; AND FOR OTHER PUR- s POSES. 10 WHEREAS, the current Computer Aided Dispatch system for the City's 9 -1 -1 11 Emergency Center was purchased in 1996 from PRC, now a Northrop Grumman Cor- 1 2 poration, and 13 WHEREAS, the system is in need of upgrading or replacement and the IT De- 14 partment has evaluated the status of the system and determined that the hardware, op- 1 5 erating system and database of the current system will need to be upgraded, and 6 WHEREAS, a quote has been received from Northrop Grumman to provide the 17 upgrade of the system in the amount of Four Hundred Twenty Five Thousand Three 18 Hundred Ninety Four Dollars ($425,394.00), excluding all applicable taxes, and 19 WHEREAS, competitive bidding should be waived and the contract awarded to 20 Northrop Grumman as the sole source provider of the system upgrade, as Northrop 21 Grumman application software is proprietary and no other vendor can supply the 22 needed components nor the expertise to provide alternative software configurations. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 24 OF THE CITY OF LITTLE ROCK, ARKANSAS: 25 Section 1. The Board of Directors finds that competitive bidding should be 26 dispensed with in the upgrading of the Computer Aided Dispatch (CAD) system for the [PAGE 1 OF 2] Ordinance To waive bidding for 9 -] -] CAD System upgrade 1 City's 9 -1 -1 Emergency Center, as an exceptional situation exists and competitive bid - 2 ding is impractical and infeasible. 3 Section 2. The City Manager is hereby authorized to dispense with competi- 4 tive bidding and to enter into a contract with Northrop Grumman for the upgrading of 5 the 9 -1 -1 Computer Aided Dispatch, in the amount of Four Hundred Twenty Five 6 Thousand Three Hundred Ninety Four Dollars ($425,394.00), in addition to all applica- 7 ble taxes. s Section 3. Funds for this purchase are available from accumulated 9 -1 -1 reve- 9 nue. 10 Section 4. Severability. In the event any title, section, paragraph, item, sen- 11 tence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 12 unconstitutional, such declaration or adjudication shall not affect the remaining por- 13 tions of the ordinance which shall remain in full force and effect as if the portion so de- 14 clared or adjudged invalid or unconstitutional was not originally a part of the ordi- 15 nance. 16 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which 17 18 19 are in conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
