HomeMy WebLinkAbout19472ORDINANCE NO. 19,472 AN ORDINANCE APPROVING A PLANNED ZONING DEVELOPMENT AND ESTABLISHING A PLANNED OFFICE DISTRICT TITLED SOUTH PARK AVENUE SHORT -FORM POD (Z- 7965), LOCATED AT 1411, 1417, 1421, 1501 SOUTH PARK AVENUE, LITTLE ROCK, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That the zoning classification of the following described property be changed from R -3 and R -4 to POD: The south 50 -feet of Lots 1, 2 and 3, Block 15 of McDonald and Wheeler Addition to the City of Little Rock, Pulaski County, Arkansas. Part of Lots 4, 5 and 6, Block 15 of McDonald and Wheeler Addition to the City of Little Rock Pulaski County, Arkansas, described as beginning at a point 201.2 feet south of the northwest corner of said Block 15; thence continue south 50 -feet to a point; thence east 180.27 feet to a point on the east line of said Block 15; thence north 50 -feet to a point; thence West 180.34 feet to the point of beginning and Lot 1 Block 28, McDonald and Wheeler Addition to the City of Little Rock, Pulaski County, Arkansas. SECTION 2. That the approval of the South Park Avenue Short-form POD is subject to compliance with the following additional conditions: • The Planned Office Development Zoning is approved for the current owners of the property and is not transferable to any future owners of the property. If the property ownership changes, the zoning for the property and the use of the property is restored to the current R -3 and R -4 zoning classifications. • The exterior of the buildings and site features are to be restored consistent with the period of historic significance working with the National Park Service when developing final plans (maintaining the historic significance of the block). • The site is to be redeveloped consistent with the voluntary guidelines of the forthcoming Cultural Landscape Report. • The site development is to be consistent with the Secretary of the Interior's standards for treatment of historic properties. • Exterior signage shall be limited to one wall mounted sign per building not to exceed six inches by one -foot. SECTION 3. That the preliminary site development plan/plat be approved as recommended by the Little Rock Planning Commission. SECTION 4. That the change in zoning classification contemplated for South Park Avenue Short-form POD (Z= 7965), located at 1411, 1417, 1421, 1501 South Park Avenue is conditioned upon obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of Ordinances. SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects necessary to affect and designate the change provided for in Section 1 hereof. SECTION 6. That this Ordinance shall not take effect and be in full force until the final approval of the plan. SECTION 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or, was not originally a part of the ordinance. SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
