(Z -6178-A) Dear Mr. *ard: My *ife Kimberly and i reside at 9301 Stagecoach Road, directly across from the subject property. We opno th tho propQUd 1 ment Wd the rezo 'n of Mr. Staley's property at 9222 Stagecoach Road. The basis~ of our objections are as follows_ 1. Traflric , Safety. No turn lanes are berg constructed on the current Arkansas Highway Department; project widening Stagecoach Road (Krghway 5) through this area, except at the interchangeq with Otter Creek Parkway and Baseline Road. Currently rush hour traffic backs up from the traa fac light at Baseline Road almost to Otter Creek Parkway every morning and from Baseline Road to 1.-430 every evening. The widerning of Stagecoach Road to four lanes through this area will help alleviate some of this congestion, but will also result in higher motorist speeds (despite the, posted speed limit). The addition of an apartment complex of the size permitted by the proposed zoninglland use amendment would result in a very high concentration of vehicles turning into and out of this property at these peak hours, further backing up traffic aztd increasing the potentia, for accidents due to the turning movements of vehicles into homes in the area and into the day care facility at the church to the South of this property. 2. Drains e. All drainage from this property runs into a pipe culvert under Stagecoach Road slightly south of Mr. Staley's current driveway. This drainage continues across our property in a small wet weather creek, into a small pond, and subsequently over the pond's spillway and into Fourche Creek. A small pond and a meandering wet weather creek were urs the subject 19 acres when purcljksed by Mr. Staley. The pond and creek were filled in and drainage was relocated to the southern edge of the property. The storm drainage system constructed by the Highway Department drains all of the roadway surfaces from 300' feet north and 500' south of this crossdrain ;into this creek, thus increasing the amount of water stowing into our property. Constructi6n of an apartment complex and its associated paved parking areas over this 19 acre tract will increase the velocity and quantity of runoff concentrated into our property, since the only draina�e for the property in question is through the same pipe culvert. Our preference would be for all of the property to return to single family land uselzoring to allow for continuity between the adjacent established homes and the new subdivisions being constructc� to the West and to the South of this property. Our home is in the Otter Creek subdivision. We are already surrounded by three (3) large groups of apartments. We are incurring excessive traffic due to people taking "short —cuts on Otter Creek Parkway. Also, during the past summer, we had problems with non - homeowners coming on the Otter Creek Clubhouse property in an attempt to use the facilities. Growth has its advantages, but it definitely has a lot of disadvantages! Just the extra traffic on Stagecoach Road when the construction is completed will be a real headache. We would appreciate your careful consideration on this matter. Re -Zoning! Mr. Brian Minyard, This letter is to inform you of my dissapproval of the rezoning being considered for the property on Stagecoach Rd. that now contains the Driving Range. More Apartment buildings is not acceptable. The reason I moved to Otter Creek from West Little Rock was because of it's isolation. There have already been too many apartment buildings constructed in this area. I believe this type of construction will effect my property values and traffic congestion in a negative way. Please, NO MORE APARTMENTS! A friend, Mr. Greg Crain, also an Otter Creek resident, shares my views and would like to have his views heard. Although effective zoning in my opinion is a bit late for the Stagecoach area, better late than never might apply to this development. Mulit-family housing goes against the smart growth plan that members of the Otter Creek and Crystal Hill citizen planning teams are developing. On this basis ---a very firm basis----multi-family housing should be prohibited lest all the community input and plans over the year are nothing but parchment barriers. I think it is fair to say that the StageCoach area has been saturated by apartments and no more are needed in the community. Thank you for allowing me to input my thoughts. Sincerely yours. Otter Creek Community has Eagle Hills Apts. at the back gate, Otter Creek Apts. at the front gate, and down Hwy. 5 towards Bryant there are two more large apt. complexes. The congestion will be terrible, and even though the road is being made into two lanes each way, it will not hold the congestion of another apt area and traffic will be backed up even worse than it is right now. This will also hurt the resale of homes here in Otter Creek. We pay monthly dues for maintenance, swimming, tennis, etc. There has been a problem with children coming into the community and taking over the playground and basketball area. The news that this parcel of land is now zoned for apartments concerns me. I recently moved to Otter Creek from the Green Mtn, Bowman Curve area of west Little Rock. I move away from that area due to the numerous apartments popping up on every vacant lot. I selected the Otter Creek area because of the wooded areas still left, the peace and quiet, and the lack of multiple family dewellings. I knew that traffic would be an issue for the area due to the growth that Bryant and Benton have undergone. The issue did not seem that great because of the improvements to Stagecoach Rd. These improvements will improve traffic congestion but this appears to be temporary fix. The fact is there are several new housing developments already underway. Add to these new developments, the volumn of apartments already located on west Baseline Rd and the fact that more are currently being built adjacent to them, and the area is beginning to look a lot like west Little Rock. My concern in seeing another apartment community being built in the area is this: Even with improvements to Stagecoach Rd, what traffice problems will there be. What about fire and emergency protection. Finally, the apartment communities in the area do not appear to be at a maximum capacity. If another one is built, what will become of it if the business fails due to a lack of occupancy? I like the area I live in because it does not have a city feel to it. I prefer to see trees and nature as opposed to concrete and asphalt. If I felt the opposite, I would never have moved in the first place. It is time to stop the urban sprawl that Little Rock is experencing. Please let this be a step in the right direction. Thank You, Shawn L. In what is probably less than a five mile stretch area at least 3 large apartment complexes have been constructed along with the addition of two residential communities. The traffic on Stagecoach Road is now almost intolerable and the mile & % of four lane road that is under construction is not a solution rather just a Band-Aid to an already out of control problem. I would like to add that a few years back when seeking approval to build the driving range, at that time the owner was even opposed to a drive through restaurant and stressed the need for a business that would not bring added noise and traffic into the area. Now, since he is not getting rich with his driving range he wants to build or sell to builders of more apartments. Please don't make the long-time, permanent residents of the Stagecoach area suffer for the financial benefit of one individual. I am a property owner in otter creek. My property butts up to the property in which is being considered. I'm 29yrs. old and have a family. I bought my house in Jan. 99. 1 saved for this house for five years. If I knew there was the slightest chance of re -zoning in this particular area I would have bought elsewhere. We already have apartments surrounding the neighborhood. I am an Arkansas State Trooper, and as you are well aware of, crime is one of my mane concerns. I moved into the neighborhood for the security. With the addition of the eagle Hill Apartments, traffic has tripled. I would appreciate the consideration when deciding on the re- zoning issue.
