I am a property owner in otter creek. My property butts up to the property in which is being considered. I'm 29yrs. old and have a family. I bought my house in Jan. 99. 1 saved for this house for five years. If I knew there was the slightest chance of re -zoning in this particular area I would have bought elsewhere. We already have apartments surrounding the neighborhood. I am an Arkansas State Trooper, and as you are well aware of, crime is one of my mane concerns. I moved into the neighborhood for the security. With the addition of the eagle Hill Apartments, traffic has tripled. I would appreciate the consideration when deciding on the re- zoning issue. The re -zoning of the property at 9222 Stagecoach Road from PD -c Planned Development - Commercial to MF -18 Multi -family would be another disaster for the residents of Stagecoach Road. In what is probably less than a five mile stretch area at least 3 large apartment complexes have been constructed along with the addition of two residential communities. The traffic on Stagecoach Road is now almost intolerable and the mile & % of four lane road that is under construction is not a solution rather just a Band-Aid to an already out of control problem. I would like to add that a few years back when seeking approval to build the driving range, at that time the owner was even opposed to a drive through restaurant and stressed the need for a business that would not bring added noise and traffic into the area. Now, since he is not getting rich with his driving range he wants to build or sell to builders of more apartments. Please don't make the long-time, permanent residents of the Stagecoach area suffer for the financial benefit of one individual. The news that this parcel of land is now zoned for apartments concerns me. I recently moved to Otter Creek from the Green Mtn, Bowman Curve area of west Little Rock. I move away from that area due to the numerous apartments popping up on every vacant lot. I selected the Otter Creek area because of the wooded areas still left, the peace and quiet, and the lack of multiple family dewellings. I knew that traffic would be an issue for the area due to the growth that Bryant and Benton have undergone. The issue did not seem that great because of the improvements to Stagecoach Rd. These improvements will improve traffic congestion but this appears to be temporary fix. The fact is there are several new housing developments already underway. Add to these new developments, the volumn of apartments already located on west Baseline Rd and the fact that more are currently being built adjacent to them, and the area is beginning to look a lot like west Little Rock. My concern in seeing another apartment community being built in the area is this: Even with improvements to Stagecoach Rd, what traffice problems will there be. What about fire and emergency protection. Finally, the apartment communities in the area do not appear to be at a maximum capacity. If another one is built, what will become of it if the business fails due to a lack of occupancy? I like the area I live in because it does not have a city feel to it. I prefer to see trees and nature as opposed to concrete and asphalt. If I felt the opposite, I would never have moved in the first place. It is time to stop the urban sprawl that Little Rock is experencing. Please let this be a step in the right direction. Thank You, Shawn L. Otter Creek Community has Eagle Hills Apts. at the back gate, Otter Creek Apts. at the front gate, and down Hwy. 5 towards Bryant there are two more large apt. complexes. The congestion will be terrible, and even though the road is being made into two lanes each way, it will not hold the congestion of another apt area and traffic will be backed up even worse than it is right now. This will also hurt the resale of homes here in Otter Creek. We pay monthly dues for maintenance, swimming, tennis, etc. There has been a problem with children coming into the community and taking over the playground and basketball area. PLEASE TAKE ALL OF THIS IN CONSIDERATION when deciding. Thank you. The property in question is 9222 Stagecoach Road and is zoned PC -D at this time. They are requesting MF - 18. Please consider this letter as my formal request that this zoning change be denied. I have been working on the Otter Creek/Crystal Valley/ Stagecoach Road Area Neighborhood Steering Committee since March of this year. I am well aware of the growth and development that has been going on in our area for the past few years and I welcome it. The survey that was sent around and the opinions of the people involved with the steering committee have clearly stated they do not wish to have more apartment complexes built in our area, therefore, we are working together to minimize any further multiple family housing. I do not have a problem with apartment complexes, in general. However, in the past year, we have doubled our population in this area primarily due to apartments. There are already 4 apartment complexes in our area, totaling 823 units. Eagle Hill Apartments, alone, have a permit to build up to 1050 units! There are approximately 24 acres already zoned Multi - Family within the boundaries of Otter Creek. I believe that this is more than enough. Thank you for your time and consideration in this matter. It is my understanding that Mr. Staley is requesting that zoning on the parcel be changed from PCD to MF -18. As Chairman of the Otter Creek/Crystal Valley/Stagecoach Road Area Neighborhood Action Plan Steering Committee, this letter is my formal request on behalf of the residents in the area that this zoning change request be denied. Our steering committee has already prepared comprehensive Land Use Plan changes for our planning area in conjunction with our Neighborhood Action Plan. While the changes to be requested encompass several planning issues, one of our major goals is minimizing future development of high-density housing in our planning area. In our neighborhood meetings, the residents in our planning area have consistently been adamant in their objections to continuing unchecked construction of high-density multifamily developments in our neighborhood. In response to their concerns, we have asked that all existing MF future land use designations be changed to usages we feel are more appropriate for our area. We are overwhelmed at this point, and I believe you will understand why after reviewing the following. Two years ago, the population of our area was around 3,300 people. In less than two years, approximately 723 multifamily housing units have been constructed in our planning area. The Eagle Hill complex on Baseline Road and Col. Miller is being built in phases, and approximately 567 units have been constructed to date. The West Wood complex on Stagecoach Road is complete and has 156 units. I understand that both developments are already occupied at a rate of 98% or 99%. At an average of 2.6 people per household this represents a population increase of nearly 1,900 people. This development is taking place in the heart of our planning area, which, (excluding acreage outside the city limits, floodways, and large commercial tracts), consists of just under three square miles. The total number of units currently authorized by ordinance at Eagle Hill is 1,050. It is my understanding, however, that the Eagle Hill property could ultimately hold as many as 1,400 units, should the developer request it. There is also substantial undeveloped acreage already zoned multifamily over which we as the community will have no input or control. With approximately 42 acres in this area already zoned from MF -12 to MF -24, plus the potential for up to 833 additional units at Eagle Hill, the possibility exists, right now, that an additional 1,600 multifamily units or more could be added. This represents an average of 4,160 additional people in an area iust under three sc uare miles, over and above the 1,900 new residents already here. We believe that to add M additional MF zoning in our area, under any circumstances, is to do a disservice to our community. We understand the need for an appropriate mix of housing in our area, but our major goal as a community is to sustain the quiet, rural, residential nature of our community, while facilitating the growth of needed service and retail development along the Stagecoach Road corridor. We believe we have already made our contribution toward multifamily housing for the greater community, and the additional units almost certainly coming our way will far exceed any reasonable housing mix contribution expectations. Please support us in our effort to preserve and protect our quality of life, and honor our request to deny Mr. Staley's zoning change request. I do not have a problem with apartment conxplexes, in general. However, in the past year, we have doubled our population in this area primarily due to apartments. This growth has caused our elementary school to buldge at the seams and deeply concerns the parents of Otter Creek, We bought houses in Otter Creek so our children could go to school here. The apw1ment growth could detour future homeowners from moving into Otter Creek not only because of the reputations that apartments have but also due to the concern. of getting their child in the school. I'm glad to see our area developing, but I strongly feel we are not in need of another apartment complex in this area. Otter Creels was planned to be a residential neighborhood where your children could walk to school and we could raise your family in a quiet, safe environnxent.
