COA REQUEST: Apply artificial siding to exterior and construct new driveway on 6th Street
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is
located north of I-630. It is sited on the south side of 6th Street, between Sherman and Rock
streets; it sits back from the street over 100 feet. It is a framed, one -storied single-family
structure. A 1940s structure, it is listed as non-contributing in the 1988 architectural survey of
MacArthur Park Historic District. The property owner has owned the structure for about a year;
it was rental housing prior to the present ownership.
The subject structure is one of four single-family homes on the block; one is located to the east
and apartments are on the west and south. Previous access to parking for the structure was either
from the east (with access from the single -family's driveway) or from the apartments' driveway
on the west. Both entrances have been fenced by adjacent owners; the wood fence on the west
was erected (and approved) about a year ago and the chain link (ca. 50') along the east with no
approval; the structure's south side (with apartments behind) has a wooden privacy fence.
It is apparent that sole access to the structure is from 6th Street; there is a slight rise in elevation
from the street to the sidewalk. Along 6th, there are several driveways; three driveways in the
600 block; and several driveways for apartments and businesses in subject block, west. There is
on -street parking along the north side of 6th Street.
NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there were no
objections, by letter or phone, to the applicant's request; one letter was received in support.
STAFF RECOMMENDATION: It is staff recommendation that the request for artificial
siding be approved contingent on the contractor following the guidelines' procedures for
artificial siding. For the request to construct a new driveway off 6th Street, it is staff
recommendation that the request be denied; access to the property must be achieved from the
driveway on the east through an agreement between the owners for property access.

The house has no driveway access and is completely enclosed except for a 9 foot opening
in the very front middle of the property. Iron fence encloses the front of the property. Owners
propose two options for creating a driveway and parking area for two vehicles to allow off-street
parking. Driveway will be concrete with stamped brick engraving. There will be no need for a
curb cut. The driveway will enter from the street but will allow the existing curb to remain_ All.
trees and other landscaping will remain.

to the Application as the plan for installing a driveway at the above referenced property.
Additionally, a determination has been made as to the property owners within 150
feet and written notification will be provided to those property owners by certified mail. The sign
will also be placed immediately in the front yard of the property as requested.
