Jack Walsh build a picket fence around the front yard of the house at 407 East Fourteenth Street Beth Peck -Colder in the MacArthur Park Historic District. Committee members sympathize with the BoAm of DlRE=Rs owners' desire for additional security, and the use of a picket fence certainly is Eric spencer Buchanan appropriate in the historic district. However, the committee encourages the Historic Susan Gunter District Commission to ensure that the design of the fence is historically accurate Sandra Hochstetter before approving the application. Felton Iamb This clearly is a simpler, less "refined" fence; the width of the pickets is not even Robin Loucks Based on historic photos (see enclosed photocopies), it seems that late -19th and Jim McKenzie early -20th century picket fences in Little Rock most often were constructed of Cad Mnyhaft Nixon Welly Nixon square pickets, like those approved by the Historic District Commission a few years Beth Peck -Colder ago for Charles and Becky Witsell's rehabilitation of the Bragg Cottage at 1011- Patsle Rogers 1013 Scott Street. The fence at the Bragg Cottage will have pickets that are Merle Smith 1 1/4 inch square, spaced at 11/2 inch intervals. Emcunvs RECTOR I did find a photograph, which I am enclosing, of one cottage where the fence had pickets similar to the ones proposed for the fence at 407 East Fourteenth Street. Cheryl Nichols This clearly is a simpler, less "refined" fence; the width of the pickets is not even uniform. Even with this fence, the pickets are spaced much closer together than the 3" intervals proposed for 407 East Fourteenth Street. In addition, all of the picket fences I have seen in historic photographs of Little Rock have'a "skirt" at the bottom --a board that runs horizontally between the ground and the pickets. The skirt on the fence at the Bragg Cottage will be constructed of 1" X 8" treated pine boards. For the sake of historical accuracy, the skirt seems to be an important element to include in the design of a fence in the historic district. Finally, the height of the fence also is an important element for the Historic District Commission to consider. At first glance, the 4'4" height proposed for the fence at Molly Satterfield 4/6/94 Page 2 407 East Fourteenth Street seemed excessive, but 4' apparently is a standard height (the picket fence at the Bragg Cottage will be 4' tall). In summary, we would recommend that the fence at 407 East Fourteenth Street be no more than 4' in height; that the pickets preferably be square and spaced more closely than the 3" intervals proposed by the applicants; that a skirt board be incorporated into the fence design; and that the gate(s) be redesigned to complement the style of fence settled on by the applicants and the Historic District Commission.
