No zoning is to be changed whether there is a change in the Land Use Plan or not, that would take a second action. The issue is the Land Use Plan, a guide for zoning decisions. Your subdivision is zoned PDR (Planned District Residential) and is developed as single-family homes. Prior to your subdivision being developed the Land Use Plan showed a large area of Public Institutional at the southwest corner of Pride Valley and Kanis Roads. This was for the Baker Elementary school (maybe someone though once the school might expand to the north). The Land has always been zoned for residential use. Since the land is zoned Single Family with the PDR and developed as such, we are just making what we believe is a correction in the Land Use Plan. This change in the Land Use Plan would show your subdivision for single family rather than as for public use. The Land Use Plan and Zoning are to different ordinances of the City. Zoning tells the property owner what they may or may not do on their property. The Land Use Plan is a guide the City and.others use in making re -zoning decisions as well as decisions on where to invest based on future development potential of the property (such as someone looking to locate a new retail business would first look for property already zoned as they wish to use the land. If they can not find such land then next would be land shown on Land Use Plan for the use they wanted and then to re -zone the land accordingly). I understand this can be confusing (Land Use Plan and Zoning). They are very related. By law the City must have a Land Use Plan first and then zone land. They are separate ordinances and require separate actions to change them. I hope this helps a little. So, just to be clear -the re -zoning letter that I received is to retroactively rezone the land where my neighborhood currently is? If I understand correctly, the neighborhood where roughly 40 homes currently stand is currently zoned for public institution and now we are correcting that? I just want to be sure that it isn't the empty land between Pride Valley Road and Kanis Rd. The change to the Land Use plan from PI to RL is intended to bring the City Land Use Plan into conformance with what is really there and how the land is zoned. The Land Use Plan is a document the City uses when property owners such as yourself come to the City and ask for a rezoning. If you believe your subdivision should be shown as single family and should continue to be single-family homes then you would support the change to Residential Low Density from Public Institutional. Currently we are in an informational phase only on this proposed change along with many others. If the City processes you will receive a second notice with the time and location of a public hearing where the Planning Commission will vote on the package of changes for your general area (this being only one for those changes). I believe the map that was included in the letter is erroneous, as it seems to point directly to our home, not to area proposed for re -zoning. Regardless, I was hoping to know if there will be a public hearing regarding this proposed re -zoning. My family would like the land to remain zoned as "Public Institutional" as opposed to the proposed change to "Residential Low Density." What can we do to voice our preference?
