Meeting Goal: To provide "opinions and possible changes to the Land Use Plan" to the City of Little Rock,
Department of Planning & Development.
The SVM POA board members and area residents recommend the following to the current Little Rock
Land Use Plan:
1) Green Space currently existing on the Land Use Plan should be observed without change or elimination. If
you look at the current Land Use Plan, you will notice the amount of green space located in Central and East
Little Rock. In comparison, there is little green space dedicated in the Kanis Road area of West Little Rock.
With the increasing density of residential development, additional green space is a high priority.
2) Freeway Extension: the original plan was to have the 1-630 Freeway loop around West Little Rock and
connect with other freeways. It dead ends at the start of West Little Rock. We would like the original plan to
become a reality (see Master Street Plan).
3) Road Improvements: improvements are desperately needed on Kanis Road and Cooper Orbit Road.
Continuing to approve and build high density apartments on country roads is dangerous and irresponsible.
4) Panther Branch Road: should have been completely finished when McKenzie Park Apartments was
approved. It should be completed now. (see Master Street Plan)
5) Brownfield/Dump Site. located at 14819 Cooper Orbit Road. This property should should be investigated
and cleaned up so that it is compatible with neighboring residential land use. The owner had a port -a -potty
business located at this location which was also used as a dump site. The business has been abandoned
and no effort has been made to address environmental concerns.
6) Low Density Residential: we do not approve changing any low density residential sites. We are concerned
that developers will have a greater say in changes for this category.
7) Update Map- land use shown on the map for several recent apartment developments is incorrect.
We were asked by Walter Malone to share our 10 -year vvision for the Kanis Road area of West Little
Rock:
1) More green space.
2) More trees required to be saved on raw land and more green requirements for developers.
3) More parks located in the Kanis Road Area.
4) Improved roads and a moratorium on high density apartment complexes until the roads can meet the traffic
needs.
5) Adequate planning for the sewer systems and storm water management throughout West Little Rock.
6) General concern for the approval of high density apartment complexes without the supporting infrastructure.
7) City planning and commission boards should adhere to planning maps. Although thoughtfully created
based on broad input from neighborhoods, landowners and planing professionals, Little Rock's planning and
zoning maps are regularly ignored in favor of developer's short-sighted requests. The City has the opportunity
and obligation to ensure beneficial development, but continually bows to the financial interests of developers
and property owners.
8) Value placed on the opinions/comments/suggestions of home -owners.
