Glenn Road Request: Community Shopping and Office to Mixed Office Commercial Source: McGetrick Engineers PROPOSAL / REQUEST: Land Use Plan Amendment in the Ellis Mountain Planning District from Community Shopping and Office to Mixed Office Commercial. Mixed Office Commercial provides for a mixture of office and commercial uses to occur. Acceptable uses are office or mixed office and commercial. A Planned Zoning District is required if the use is mixed office and commercial. CURRENT LAND USE AND ZONING: The property is currently zoned 03 and C2 and is approximately 26 acres in size. It is shown on the Land Use Plan as Office and Community Shopping. To the north lies a mobile home park zoned R2 and shown as Multi -Family. To the east, lies an area zoned C-2 and shown as Public Institutional. It is currently used as a nursing school. To the south are areas shown as Commercial and Community Shopping zoned C4 and R2, respectively. The area to the west is zoned R2 and shown as Single Family. RECENT AMENDMENTS: December 11 1998, a change from Suburban Office to Mixed Use at the southeast corner of Colonel Glenn and I-430. August 5, 1997, multiple changes from Community Shopping, Office and Suburban Office to Commercial and changes from Suburban Office and Single Family to Office at the southwest corner of Colonel Glenn and I-430. December 7, 1993, a change from Commercial to Public Institutional at the northeast corner of Colonel Glenn and Bowman Road. March 4, 1999 SUBDIVISION ITEM NO.: 4.2 (Cont.) FILE NO.: LU99-18-01 MASTER STREET PLAN: Colonel Glenn is shown as a Principal Arterial and Bowman is shown as a Minor Arterial on the Master Street Plan. PARKS: There are not any parks in the immediate area of this proposal and this site is not listed as a proposed park site. BACKGROUND: The area has changed in recent years. The anticipated demand for community shopping in the area has not been fulfilled. One example is the structure to the east, built as a shopping mall, is now used by Baptist as a nursing school. Another is the tract of land at the southwest corner of Colonel Glenn and I-430 has been changed from Community Shopping to Commercial and has yet to be developed. The change from Community Shopping and Office to Mixed Office Commercial is in keeping with changes in the neighborhood and is not viewed as a significant change. NEIGHBORHOOD PLAN: This site is not covered by a neighborhood plan. NEIGHBORHOOD COMMENTS: Notices were sent to the following neighborhood associations: Sandpiper N.A., Twin Lakes "A" Neighborhood Assoc., Campus Place N.A., Kensington Place N.A., Westbrook N.A., Birchwood Neighborhood Association, Pennbrook/Clover Hill Place N.A., Sewer District #147 and Twin Lakes "B" Neighborhood Assoc. Staff has received no comments from area residents or neighborhood associations prior to printing. STAFF RECOMMENDATIONS: Staff believes the change is appropriate.
