SYNOPSIS
Amendment to the Land Use Plan from Community
Shopping and Office to Mixed Office Commercial.
RECOMMENDATION
Planning Staff recommends approval.
This item was placed on the consent agenda. The consent
agenda was approved with a vote of 9 ayes, 0, nays and
2 absent.

Lakes "A" Neighborhood Assoc., Campus Place N.A.,
Kensington Place N.A., Westbrook N.A., Birchwood
Neighborhood Association, Pennbrook/Clover Hill Place N.A.,
Sewer District #147 and Twin Lakes "B" Neighborhood Assoc.
BACKGROUND
The area has changed in recent years. The anticipated demand
for community shopping in the area has not been fulfilled. One
example is the structure to the east, built as a shopping mall, is
now used by Baptist as a nursing school. Another is the tract of
land at the southwest corner of Colonel Glenn and I-430 has
been changed from Community Shopping to Commercial and
has yet to be developed. The change from Community
Shopping and Office to Mixed Office Commercial is in keeping
with changes in the neighborhood and is not viewed as a
significant change.

PROPOSAL / REQUEST:
Land Use Plan amendment in the I-430 Planning District from
Single Family to Suburban Office_ Suburban Office provides for
low intensity development of office or office parks in close
proximity to lower density residential areas to assure
compatibility. A Planned Zoning district is required.
CURRENT LAND USE AND ZONING:
The property is currently zoned PRD and is approximately 12
acres in size. To the north and east of the site lie single
family houses and vacant land zoned R3 and shown as Single
Family. To the south is Aldersgate Camp which is zoned OS (Open
Space) and shown as Park/Open Space on the Land Use Plan. To
the west is I-430 Interstate.
RECENT AMENDMENTS:
December 1, 1998, A change from Multi -Family to Mixed Office
Commercial on Labette Drive west of John Barrow.
June 18, 1996, multiple changes as a result of the John Barrow
Neighborhood Action Plan including this site from Suburban
Office to Single Family.
January 16, 1996, a change from Low Density MultiFamily to
Suburban Office east of Bowman, south of Kanis.
MASTER STREET PLAN:
Aldersgate Road is shown as a collector on the plan and is shown
on the Master Street Plan to loop back to the west on the
southern end to connect with Shackleford Road south of
Aldersgate Camp.

There are no existing parks in the immediate areas.
BACKGROUND:
At the time of the John Barrow Neighborhood plan, there was not
as much demand for office in the area; therefore this site was
changed to Single Family.
Single Family homes lie across Aldersgate Road to the east.
Concerns have arisen over the massing, siting, landscaping and
buffering of these structures to make them softer and more
compatible with those single family residences.
NEIGHBORHOOD PLAN:
This area is covered by the John Barrow Neighborhood plan. In
that plan, it states as a goal "to enhance the climate towards
encouraging new businesses and commercial establishments..."
preferably medical oriented. This proposal appears that it
could be medical support services.
NEIGHBORHOOD COMMENTS:
Notices were sent to the following neighborhood associations:
Spring Valley Manor Property Owners Assoc., Parkway Place N.A.
and Gibraltar/Pt. West/Timber Ridge. Staff has not received any
comments from area residents as of this printing.
STAFF RECOMMENDATIONS:
Staff believes the change is appropriate.
PLANNING COMMISSION ACTION:
(MARCH 4, 1999)
Brian Minyard, of Staff, presented the item to the commission.
Short discussion followed. A motion was made to approve the
change and was passed with a vote of 7 ayes, 2 noes and
2 absent.

AN ORDINANCE TO AMEND THE LAND USE PLAN
(16,222) IN THE ELLIS MOUNTAIN DISTRICT FROM
COMMUNITY SHOPPING AND OFFICE TO MIXED OFFICE
COMMERCIAL; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS.
SECTION 1. That Community Shopping and Office at the
northwest corner of Bowman and Colonel Glenn Roads be amended to
Mixed Office Commercial on the Land Use Plan.
SECTION 2. That the Land Use Plan be changed from Community
Shopping and Office to Mixed Office Commercial on the attached
sketch and be changed in the Land Use Narrative.
