I am okay with the Draft COC as attached. I would ask Tom Marr if he is okay with this on your tax credit work. I don’t usually approve work if I know it is a tax credit project because I do not want to jeopardize any project. I would advise to wait for his approval before pulling your permit. The foundation was painted before and painting it again would not be an issue. However, the additional brick added to the pier areas will require a public hearing. Your structural engineer said they would not need to be tuck pointed for a while. I cannot say what will be approved on the tax credit side of this project. But from a MacArthur Park Local Ordinance District Staff standpoint, I would approve the following: 1. Remove the newly installed extra brick that was added to the front porch (all sides) and the south side of the house at the piers. 2. Add a parge coat to the front porch to cover the concrete block. 3. Paint the foundation all around. I have been struggling with other duties as assigned and have not been able to work with any tax credit projects for the past few weeks. The brick veneer around the front porch is problematic because it sticks out past the edge of the concrete porch slab. The slab should overhang the foundation wall and a possible solution to dress up the exposed cinder block is to parge over them with a thin concrete slurry. Often the parge coating is painted. This practice is seen around town on older homes. I do not know if the MacArthur Park Historic District would allow this or not but it would be a better solution than the proposed brick which is not in keeping with the Secretary of the Interior standards for rehabilitation projects. I hope this helps, Sincerely, TOM MARR Federal Programs and Tax Credits Manager Arkansas Historic Preservation Program 1100 North Street Little Rock, AR 72201 tom.marr@arkansas.gov p: 501.324.9347 | f: 501.324.9154 ArkansasPreservation.com From: Nicholas Roberts <nrobertsx1@gmail.com> Sent: Wednesday, July 1, 2020 12:33 PM To: Tom Marr <Tom.Marr@arkansas.gov> Cc: Josi Gass <gass.josephine@gmail.com>; Minyard, Brian <BMinyard@littlerock.gov> Subject: Re: brick work Hello Tom, I just wanted to reach out to see if you have received our messages and if you had an idea on when you would be able to provide us with a plan to move forward with the brick work. He did not forbid repointing them or reconstructing them but mentioned that they were currently ok. They should be re-pointed in the next 5 years. There's pictures of the sunken piers in the report as well. I'm worried that leaving the piers exposed would hurt the home value and curb appeal. That sunken pier is fine structurally but it does look bad so we thought that something should be done to it and covering it up seemed like the best fix. If you have any more questions please let us know. Thank you for taking the time to help us out, we really appreciate your help and recommendations in restoring this home. I sent this over to our mason to see if he has any ideas on what we could do about the brick on the piers. The brick on the piers is pretty slanted and probably will not line up nice (hence the reason for bricking around them). Do you have any suggestions for us on how to make this look uniform? Could he use brick veneer just on the piers and do it so that it doesn’t stick out? I do not want to jack up the house to level the piers. We had a structural engineer come out and he recommended not to reconstruct the piers. I hope to hear back from Tom soon. We’ll wait to do anything until then. We can easily remove the brick around the porch. When we paint the house, we will paint the block around the porch too. When we get ready to paint I’ll reach out to you and Tom for approval. Please let us know what you think we can do about the piers. The areas circled in black on this side and anywhere like this visible from the street will not be signed off as maintenance. This has changed the appearance of the foundation and therefore is in conflict with state statutes. It does appear that some mortar has been repaired around the vent in the picture. I can sign off on the mortar repair as maintenance as long as the brick mason does not use Portland cement mortar which will damage your bricks. If the piers needed repair, they could be tuck pointed and meet the maintenance threshold. They would most likely need tuckpointig on all surfaces, even under the house. The brick on the front porch that is covering the concrete blocks cannot be signed off as maintenance either. This being said, you are dealing with both City and State on this since you are applying for tax credits. I have copied Tom Marr on this email to see what he also thinks. 7 Brian Minyard, AICP Urban Designer City of Little Rock 723 West Markham Little Rock, AR 72201 bminyard@littlerock.gov Phone 501-371-4789 Fax 501-399-3435
