Dear Sir and Madam,
The tax assessor of Pulaski County shows you as the owner of a portion of lot 6, block 48 of the
Original City of Little Rock known as 1323 Cumberland Street. This property is within the
MacArthur Park Local Ordinance Historic District and is subject to all rules and regulations of
that district.
Please accept this letter as formal notice that construction activity at 1323 Cumberland Street
was carried out in violation of state law requiring that a Certificate of Appropriateness (“COA”)
be obtained prior to making alterations to a structure located in a local ordinance historic district.
Our records indicate that brickwork on the porch were installed in violation of this COA
requirement.
On October 2, 2019, a Certificate of Compliance was issued to repair Wood siding, fascia, soffit,
and trim work. This did not include any brick work to the porch. This was approved
administratively since the materials were in-kind.
To bring your property into compliance with state and city law, you must either restore the
original materials to the structure (remove the bricks) or obtain a COA from the Little Rock
Historic District Commission by filing an application and fulfilling all requirements thereof. One
is attached for your convenience.
Failure to obtain a COA and a building permit (if applicable) for the new brick work will result in
referral of this matter to the Zoning Enforcement Division of the City of Little Rock Planning and
Development Department for enforcement proceedings in the City of Little Rock Municipal
Court.
