Attached is the traffic counts recorded on Rahling Road on October 22, 2012 through October 24, 2012.
Volumes show in excess of 13,000 vehicles. Per City Ordinance, Rahling Road widening requirements
have been triggered.

Wellington Plantation Drive/Rahling Rd
1 Per City Ordinance # 17,183 states Rahling Road is to be widening to the Master Street Plan standard
at the time traffic counts reach 12,000 vehicles per day. Current traffic counts show 12,000 or more
vehicles per day travel on Rahling Road. Therefore, the construction of Rahling Road to meet Master
Street Plan standard is required.
2 Provide a traffic study showing the impacts of the zoning change and MSP change on existing and
future streets in the area.
3 Per the International Building Code, two (2) vehicle accesses are required to be provided for
subdivisions in exceedance of 30 residential structures for emergency vehicle response. The 2nd
access can be an emergency access only. The proposed Master Street Plan change will result in 85
existing residential structures and possibly many additional future structures with only one (1) vehicle
access.
4 The area affected by the Master Street Plan has adequate east -west connectivity but very inadequate
north -south connectivity. The removal of Wellington Plantation Drive from the Master Street Plan
will further reduce the inadequancy of the north -south connectivity in the affected area. No north -
south connectivity exists between Bowman Rd and Kirk Rd.

1 A 20 feet radial dedication of right-of-way is required at the intersection of W. 12th Street & S.
Taylor Street.
2 West 12th Street is classified on the Master Street Plan as a minor arterial with special design
standards. A dedication of right-of-way 35 feet from centerline will be required.
3 Due to the proposed use of the property, the Master Street Plan specifies that S. Taylor Street for the
frontage of this property must meet commercial street standards. Dedicate right-of-way to 30 feet from
centerline.
4 At the time of development, Sections 30-43 and 3 1-2 10 of the City code pertaining to driveway
spacing must be met. The driveway spacing on 12th St is 300 ft and spacing on Taylor St is 250 ft.
The maximum driveway width is 36 ft.
