These rezoning and related requests will substantially negatively effect the surrounding neighborhoods, by increasing traffic, noise and congestion. The streets that empty onto Chenal, Kirk and Wellington are not designed for heavy traffic use. Access to Chenal from Wellington Road is limited to Northwest traffic only. Southwest traffic is blocked by the median. Currently many cars turn North and then make U -Turns to go South on Chenal. Even if the median was modified and access to the Southwest lane was possible this intersection would be dangerous for high traffic use. There is a recently installed traffic light at the nearby Kanis/Chenal intersection. It is unlikely that a light would be approved for the Wellington/Chenal. The intersection at Kirk and Chenal is not much better. Kirk is located just South of a curve on Chenal which makes left hand turns difficult when traffic is heavy. This intersection is between two nearby traffic lights so an additional light would be unlikely. It is likely that residents in the proposed multifamily housing would use Chenal to get to shopping centers. Large multistory residences would also loom over surrounding homes since the Shackelford property is higher than surrounding areas. There are numerous MF zoned properties in the adjacent areas. Most of which are undeveloped. There does not appear to be a great need for additional MF zoned property in the area. Creating a continuous zone of MF property from Rahlings Rd to Chenal does not appear to meet the needs of local residents or enhance living conditions, traffic patterns, or reduction of urban sprawl. Heavy traffic on Wellington road by the proposed park area would also be dangerous for children. Rezoning the Village of Wellington properties from SF to PI and PK/OS is appropriate. Please accept these written comments, instead, regarding Items 6, 6.1, 6.2 and 6.3 under the New Items section of the meeting agenda. We agree strongo ly with the staff recommendation in File Number S-1408 regarding Item 6 — i.e., that it should be denied. We believe this proposal will reduce property values of existing homeowners in the Villages of Wellington, make the area less attractive to potential homeowners, increase traffic markedly, and generally reduce the quality of life in the area. With respect to Item 6. 1, we agree with the staff recommendations in File Number LU03-19-02 regarding Areas 1 — 5, but disagree with the staff regarding Areas 6 and 7; with respect to these latter two areas, the Commission should deny the requested changes in zoning from Single Family and Low Density Residential to Multifamily. Our objections are essentially those cited above re: Item 6. We also agree strongly with the staff recommendation in File Number Z- 807-E regarding Item 6.3 — i.e., that the request should be denied in its entirety. For the reasons cited above (existing property values, excess traffic, general decline in attractiveness and quality of life in the area), we particularly object to the requested rezoning of some 56.8 acres from various designations (R-2, R-3, 0-2 and MF -6) to MF -18. Finally, with respect to Item 6.2, we have not had sufficient time to study this proposal, in order to understand its implications. I am unable to personally attend the public hearing today. However, I want to voice via e-mail that I am TOTALLY AGAINST these changes (Item 6, 6.1, 6.2 & 6.3). My family and I just recently bought an expensive house in this area and I have fears this change is going to substantially increase traffic in the area and that it may even jeopardize the future value of our property. I am also very opposed to opening the road between Kirk road and Wellington Hills road. We have lived in this subdivision for almost four years. We purchased in this area because it was quiet and somewhat secluded. We (my wife and 1) strongly oppose the changes being proposed. We would never have bought in this area if these proposed changes were in effect when we purchased property and built our home. Besides making my opposition known, what else can be done to stop this? Please accept these written comments, instead, regarding Items 6, 6.1, 6.2 and 6.3 under the New Items section of the meeting agenda. We agree strongly with the staff recommendation in File Number S-1408 regarding Item 6 — i.e., that it should be denied. We believe this proposal will reduce property values of existing homeowners in the Villages of Wellington, make the area less attractive to potential homeowners, increase traffic markedly, and generally reduce the quality of life in the area. With respect to Item 6. 1, we agree with the staff recommendations in File Number LU03-19-02 regarding Areas 1 — 5, but disagree with the staff regarding Areas 6 and 7; with respect to these latter two areas, the Commission should deny the requested changes in zoning from Single Family and Low Density Residential to Multifamily.
