There are areas east of 1-30 that have and continue to be shown as residential on the City Land Use Plan. We
have not and are not now advocating all of the area east of 1-30 to be industrial. There are and we expect will
continue to be residential neighborhoods in this overall area. Most of the neighborhood association areas you
have listed are proposed to remain residential on the City Land Use Plan - no change. Only the areas in the East
Little Rock NA that I have already noted to you and a small area of Hanger Hill NA that was never residential (at
one time it was where CATA kept their buses) are proposed to be shown as industrial now. No areas currently
used for residential or commerical are proposed to be changed from any residential use group or commerical use
group to Industrial in the changes developed as part of this review of the City Land Use Plan.
There has been and continues to be some expansion of industrial use shown on the Plan immediately around the
National Airport - north, east and west. This is nothing new and has been shown this way for over a decade (both
the National Airport Plan and the City Land Use Plan). Acquisitions that have been made, were by the Little Rock
National Airport not the City of Little Rock and you will have to talk to them about their acquisition plan and
policies. If you want to know about current and past investments in the residential stock of this area (or any other
area), you will need to talk with Housing and Neighborhood Programs staff. Carver is a magnet school and as I
noted before the Plan proposes the immediate area remain residential.

Looked at city's website and maps of recognized neighborhood assns. Found E of 1-30 the city lists
Hermitage NA; East Roosevelt NA; College Stn. NA; Granite Mtn. NA; Hanger Hill NA; and East LR NA.
With each re -definition such as this current one, those residential areas lose connective tissue to daily
living basics, much less amenities. These folks saw their pool closed; their library closed, this year.
Is the city planning for eventual shift to industrial all over East of 1-30?
What provisions are being made for folks to sell their homes at reasonable price, to make a new life
another place?
What will remain to provide pupils to Carver Elementary?
Decades of inaction on other residential blocks if matched by population declines all over this area. Again,
the question is: what will city do to aid residents make a transition away from this area? It's not sinking

money into residential re -development, is it? If so, where? Would there be deliberate effort to foster
residential living certain areas?

In the areas shown to change from residential, there are not any homes or residential structures remaining
(there are a couple that are falling down awaiting demolition). There is no zoning of the area with this. The
land will remain zoned R-3, C-3, etc as it is today. If the current owner (close to 100% owned by LR
National Airport or other public entity) wishes to rezone, they will have to file an application and follow the
public hearing process before both the PC and BOD.
There are currently homes across from industrial uses and zoning in this area without any action and has
been for decades. Staff is still of the option that residential use of the area around Carver Elementary
School in east Little Rock can be a viable residential neighborhood and it is now and will continue to be
shown as residential on the Plan. The only residential areas changing have been shown for residential
with the ability to change to Industrial if an entire block changes at one time - not one lot at a time. This
change only acknowledges that in a part of east Little Rock all the homes, churches and businesses have
been removed and now the likely future conversion to industrial is more certain.

What is city staff comment on the future of residential living in areas E of 1-30, following this
proposed rezoning on consent agenda of Planning Comsn. Today?
Are there any still living in homes in those areas to be rezoned?
Are there residents across the street, or adjacent?
If there are residents, what is city plan for them? Will city agency buy them out?
