This item was approved with a vote of 6 ayes, 2 nays and 3 absent. CITIZEN August 6, 1998 Planning Commission Meeting (6-2-3 in favor). PARTICIPATION BACKGROUND A Land Use Plan amendment in the Arch Street Planning District from Single Family and Park/Open Space to Commercial on either side of Dixon Road at Arch Street Pike; Single Family to Park/Open Space for a 75' buffer along Old Castle Street west of Arch Street Pike; and from Single Family to Commercial in an area north of Vinson Road west of Arch Street Pike. Current Land Use shows Single Family in the England Acres subdivision east of Arch Street Pike and north of Dixon Road. To the west, across Arch Street Pike, is a large tract of Industrial that extends south. A node of Commercial is located on either side of Vinson Road at the intersection of Arch Street Pike. Single Family is to the west of the Commercial and Industrial and extends between the two. On the east side of Arch Street Pike is Park/Open Space. Single Family is north of Dixon Road and Mining is to the south. There is no zoning in this area. BACKGROUND CONTINUED A logical place to have Commercial is at the intersection of a Principal Arterial and two collectors (Arch Street Pike, Ironton Cutoff and Dixon Road) as it is at the intersection of minor and principal arterials (Arch Street Pike and Vinson Road). At the intersection of Arch Street Pike, Dixon and Ironton Cutoff there is a history of commercial uses. It is logical to place a node of Commercial to recognize the three corners. At Vinson and Arch Street Pike, it is the intent to acknowledge the existing uses by extending the commercial node northerly to recognize the auto repair, grocery, food service, and other uses. ORDINANCE NO. AN ORDINANCE TO AMEND THE LAND USE PLAN (16,222) IN THE ARCH STREET PLANNING DISTRICT FROM SINGLE FAMILY AND PARK/OPEN SPACE TO COMMERCIAL AND PARK OPEN SPACE AND FROM SINGLE FAMILY TO COMMERCIAL; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That Single Family and Park/Open Space on either side of Dixon Road at Arch Street Pike be amended to Commercial with a 75, strip of Park/Open Space adjacent to Old Castle on the Land Use Plan. SECTION 2. That Single Family on the west side of Arch Street Pike north of Vinson Road be amended to Commercial on the Land Use Plan. SECTION 3. That the Land Use Plan be changed from Single Family And Park/Open Space To Commercial And Park Open Space And From Single Family To Commercial on the attached sketch and be changed in the Land Use Narrative.
