3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF A
4 COMPETITIVE SELECTION PROCESS AND TO AUTHORIZE THE
5 CITY MANAGER TO EXTEND THE CURRENT AT&T PLEXAR PHONE
6 CONTRACT FOR ONE (1) ADDITIONAL YEAR, IN AN AMOUNT NOT
7 TO EXCEED SIXTY-FOUR THOUSAND, SEVEN HUNDRED SEVENTY-
8 SIX AND 96/100 DOLLARS($64,776.96),PLUS APPLICABLE TAXES AND
9 FEES, TO ALLOW FOR THE TESTING OF NEW DEVISES AND
10 INSTALLATION TO COMPLETE THE UPGRADE OF THE CITY'S
11 VOICE-OVER INTERNET PHONE SYSTEM; AND FOR OTHER
12 PURPOSES.

14 WHEREAS,the Information Technology Department("IT") has a need to extend the current AT&T
15 Plexar Phone Contract for one (1) additional year to allow for testing of new devices to determine the
16 alternative number of lines needed to install once the new Voice-over Internet Protocol ("VoIP") Phone
17 System is completed; and,
18 WHEREAS,the current AT&T contract extension proposal requests the City's Plexar phone services
19 contract to be executed by July 15, 2020; and,
20 WHEREAS, the contract covers lines that are not part of the VoIP upgrade and some lines that are
21 awaiting replacement; and,
22 WHEREAS, the current contract allows for the addition and deletion of lines as needed at the
23 contracted rate;and,
24 WHEREAS,the current Plexar lines will be converted to the new system while others do not meet the
25 requirement for upgrade; and,
26 WHEREAS, the contract extension with AT&T Plexar Phone will allow IT an opportunity to meet
27 with vendors, research alternative resources and identify additional lines that can be added to the new
28 system to ensure the best solution for the City; and,
29 WHEREAS, the annual contract cost for the one (1) additional year extension for the Plexar lines,
30 based upon the current monthly cost of Five Thousand, Three Hundred Ninety-Eight and 08/100 Dollars
31 ($5,398.08), is Sixty-Four Thousand, Seven Hundred Seventy-Six and 96/100 Dollars ($64,776.96), plus
32 applicable taxes and taxes;

1 NOW, THEREFORE, BE IT ORDINANCED BY THE BOARD OF DIRECTORS OF THE
2 CITY OF LITTLE ROCK,ARKANSAS:
3 Section 1. The City Manager is authorized to extend the current contract with AT&T Plexar Phone for
4 one additional year for a total annual cost of Sixty-Four Thousand,Seven Hundred Seventy-Six and 96/100
5 Dollars($64,776.96), which is based upon the current monthly charge of Five Thousand, Three Hundred
6 Ninety-Eight and 08/100 Dollars($5,398.08),plus applicable taxes and fees.
7 Section 2.The cost for these lines will continue to be absorbed by the appropriate Department utilizing
8 these sources.
9 Section 3. Because AT&T is a sole-source provider, due to the request for extension of the existing
10 contract, the Board of Directors declares it is impractical and unfeasible to submit this purchase to
11 competitive bids.
12 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
16 ordinance.
17 Section 5. Repealer. All laws, ordinances,resolutions,or parts of the same,that are inconsistent with
18 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
