3 AN ORDINANCE TO AMEND THE BOUNDARIES AND HOURS OF THE
4 PERMANENT RIVER MARKET ENTERTAINMENT DISTRICT; TO
5 DELCARE AN EMERGENCY; AND FOR OTHER MATTERS.

7 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
8 Little Rock, Ark., Ordinance No. 21,761 ("LRO 21,761") which permitted the creation of Entertainment
9 Districts pursuant to Arkansas State Law and City Ordinance; and,
10 WHEREAS,on July 23,2019,the Board of Directors of the City of Little Rock,Arkansas,passed Little
11 Rock, Ark., Ordinance No. 21,762 ("LRO 21,762") which created the permanent River Market
12 Entertainment District, subject to LRO 21,761 and its defined terms; and,
13 WHEREAS,changes in commercial activities and sidewalk usage should be constantly considered so
14 as to ensure that the boundaries and hours of operation set for the permanent River Market Entertainment
15 District in LRO 21,762 remain appropriate and consistent with the goals and purposes expressed in LRO
16 21,761.
17 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. Amendment to Boundaries of the River Market Entertainment District
20 Section 1(b)of LRO 21,762 and its corresponding codification is amended to read as follows:
21 The River Market Entertainment District encompasses all public places lying within:
22 1) Block 1 of Pope's Addition in the City of Little Rock,
23 2) Block 8 of Pope's Addition in the City of Little Rock;
24 3) Thirty(30)feet of each side of the centerline of the following blocks of the following
25 streets in the City of Little Rock: 300-600 blocks of President Clinton Avenue, 100
26 block of North Rock Street,and 100 block of St. Vincent Plaza,also known as the 100
27 block of North Commerce Street, 100 block of South Rock Street, and 100 block of
28 South Commerce Street.
29 Section 2. Amendment to Hours of the River Market Entertainment District.
30 Section 1(c)(1) of LRO 21,762 and its corresponding codification is amended to read as
31 follows:
32 No person shall possess or consume from an Open Alcoholic Beverage Container in the River
33 Market Entertainment District except during the following days and times:
34 January 1St - 12:00 AM until 2:00 AM and 8:00 AM until midnight; and

1 January 2❑d—December 31st - 8:00 AM until midnight.
2 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
3 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
4 adjudication shall not affect the remaining portions of this ordinance, which shall remain in full force and
5 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of this
6 ordinance.
7 Section 4. Repealer. All laws, ordinances, or resolutions, or parts of the same that are inconsistent
8 with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
9 Section 5. Emergency Clause. The ability to comply with the provisions of 2019 ARK.ACTS 812 as to
10 the creation of a Permanent or Temporary Entertainment District, and to assure the compliance with State
11 and Local Law in such areas, is essential to the public health, safety and welfare; an emergency is,
12 therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of its
13 passage.
