3 AN ORDINANCE TO REPEAL ORDINANCE NO. 20,012 (AUGUST 4,
4 2008), TO REVOKE A PLANNED COMMERCIAL DISTRICT TITLED
5 JOHN BARROW NEIGHBORHOOD ASSOCIATION OPEN AIR
6 MARKET SHORT-FORM PCD, TO RECLASSIFY PROPERTY
7 LOCATED WEST OF SOUTH UNIVERSITY AVENUE AND SOUTH OF
8 WEST 32ND STREET (Z-8349), IN THE CITY OF LITTLE ROCK,
9 ARKANSAS; AND FOR OTHER PURPOSES.

11 WHEREAS,Ordinance No.20,012 was passed on August 4,2008,rezoning the property located west
12 of South University Avenue and south of West 32nd Street, from C-3 General Commercial District,to PCD
13 Planned Commercial District, establishing the John Barrow Neighborhood Association Open Air Market
14 Short-form PCD; and,
15 WHEREAS,the property owner has requested that the PCD be revoked and the prior C-3 zoning be
16 restored;and,
17 WHEREAS,on May 14,2020,the Little Rock Planning Commission,by a vote of 10 ayes,0 nays and
18 1 absent,has recommended that the John Barrow Neighborhood Association Open Air Market Short-Form
19 PCD be revoked and the property reclassified to C-3.
20 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS.
22 Section 1. That Ordinance No.20,012 is hereby repealed,removing from the Official Zoning Map,the
23 classification PCD titled John Barrow Neighborhood Association Open Air Market Short-Form PCD and
24 the C-3 zoning is restored to the property described as west of South University Avenue and south of West
25 32nd Street to the City of Little Rock,Arkansas.
26 Section 2. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little Rock,
27 Arkansas,and Designated District Map be and is hereby amended to the extent and in the respects necessary
28 to affect and designate the change provided for in Section 1 hereof.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
33 ordinance.

1 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
2 the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
