Enclosed you should find a letter with plans submitted by Mr. Don Renshaw of The Renshaw Firm, Architects, who is agent for the Fashion Park Cleaners. Copies of the recommendations from the Quapaw Quarter Association and the Arkansas Historic Preservation Program will be forthcoming. Engineer— Division Department of 701 West Markham Public Works Little Rock, Arkansas 7226 t 371-4800 MEMORANDUM June 6, 1988 TO: Molly Satterfield, 1Jrb2n Designer FROM: Roy Beard, Chief of Central Codes SUBJ: Fashion Park Cleaners - 1101 Cumberland Street Lots 1 & 2, Block 46, Original City The Fashion Park Cleaners at 1101 Cumberland Street is located in the Central Little Rock Zoning District. The property is zoned H. R. - "High Density Residential". The business is nonconforming by virtue of use and encroachments into required setbacks, etc. The ordinance permits reconstruction and use of buildings destroyed to the extent of not more than seventy-five (75) per cent of the physical structure, exclusive of foundations. Damage to this particular building has been determined to be in the range of 60-65% and, therefore, entitled to restoration within existing "footprint" of building. The Arkansas Historic Preservation Program has reviewed the plans as submitted and it is our opinion the proposed renovation of the Fashion Park Cleaners building is in keeping with the character of the MacArthur Park Historic District and we recommend this application receive a Certificate of Appropriateness. We believe that the proposed structure is compatible with the neighborhood in scale, and that the proposed facade treatment is an aesthetically appropriate choice for a new building in the historic district.
